
The Lagos State Government is set to begin a comprehensive enforcement crackdown against illegal land reclamation and waterfront encroachment starting Wednesday, October 15, 2025, following the expiration of a seven-day ultimatum given to violators across the state. The Commissioner for Environment and Water Resources, Tokunbo Wahab, confirmed the move in a statement issued Monday, emphasizing that the grace period expired on September 25, and the government is now fully prepared to enforce strict compliance with environmental regulations.
The enforcement campaign stems from the persistent and widespread unauthorized reclamation activities noted in sensitive locations such as Ikoyi, Victoria Island, Lekki, Ajah, Ikorodu, Ojo, and Badagry. These activities, often carried out without the mandatory Environmental Impact Assessment (EIA) and Drainage Clearance Certificates, pose significant environmental and social risks including exacerbating urban flooding, harming biodiversity, and obstructing natural waterways. The Lagos State Environmental Management and Protection Law 2017 and related urban development laws form the legal basis for this enforcement.
Key enforcement actions to be implemented include the removal of illegal reclamation structures and fillings, seizure of reclamation equipment and materials found at unauthorized sites, and prosecution of offenders. Wahab also warned the public against purchasing land or engaging with illegal reclamation operators, urging residents to avoid becoming victims of such illegal activities. He asserted that the measures are necessary to protect the environment, prevent flooding, and uphold public safety.
The government had earlier suspended all reclamation projects state-wide until proper documentation and clearances were secured. This enforcement drive follows numerous warnings and public notices published in major newspapers like The PUNCH and The Nation on September 18 and 19, 2025. The Lagos authorities have already taken practical steps including sealing off multiple illegal reclamation projects in parts of Lekki and Ikota in the days leading up to the full-scale enforcement.
