
Members of the All Indigenous Contractors Association of Nigeria (AICAN) shut down the Federal Ministry of Finance in Abuja on Tuesday by blocking both entrances, escalating their campaign for the release of over N500 billion owed for completed government projects. Led by National Secretary Babatunde Seun-Oyeniyi, the protesters highlighted repeated failed assurances from Finance Minister Wale Edun, including a pledged N760 billion first tranche from a larger N4 trillion debt, after they suspended an earlier November protest following National Assembly mediation. They vowed to remain until payments materialize, rejecting plans to defer funds to 2026, which they view as turning legitimate claims into long-term liabilities.

Demonstrators carried placards decrying the crisis’s toll, such as “Banks no longer have confidence in sponsoring government projects,” “Many contractors have lost their lives through suicide,” and “Payment delays is fraud not just injustice.” Chants targeted Edun and President Tinubu directly, with calls like “Wale Edun pay us, Tinubu pay us.” AICAN leaders, including representatives for President Jackson Nwosu and Vice President Fredrick Agada, noted multiple overnight vigils and submitted member lists as requested, yet saw only payment warrants without actual disbursements. The action stranded ministry staff and visitors, marking the latest in a series of standoffs since September 2025.
Background and Escalation
Tensions peaked after a November 4-6 blockade of the National Assembly, which prompted a one-week plenary suspension and promises of resolution. Contractors claim Edun acknowledged up to N150 billion availability in recent talks but cited delays, while officials allegedly redirect them back to lawmakers. No official response has emerged from the ministry as of Wednesday.
