
LONDON — Russian President Vladimir Putin has ordered his defense ministry to prepare a retaliatory response against Ukraine following a devastating drone strike in the occupied eastern town of Starobilsk. Moscow claims the attack struck a civilian college dormitory, leaving at least 12 dead—including children—and nearly a dozen others trapped beneath the rubble.
Kyiv, however, swiftly rejected the Kremlin’s narrative. The Ukrainian military countered that the operation successfully neutralized a high-value military command center rather than a civilian housing complex, marking another flashpoint in an intensifying, long-range drone war.
Conflicting Accounts in Starobilsk
According to the Russian state news agency Tass, Russian emergency officials reported that the death toll rose over the weekend after rescue crews scoured the debris of the collapsed structure in the occupied Luhansk region. Putin decried the incident as a “terrorist act,” using the event to signal a potential escalation in Moscow’s bombardment of Ukrainian infrastructure.
Conversely, the Ukrainian Armed Forces emphasized that their forces strictly target military infrastructure utilized by occupying forces. Ukrainian defense officials stated that the coordinates struck belonged to the headquarters of the elite “Rubicon” unit in Starobilsk.
The Rubicon Center for Advanced Unmanned Technologies, established by Moscow in 2024, is considered a cornerstone of Russia’s advanced drone warfare, serving as a hub for piloting technology, intelligence gathering, and precision targeting.
Kyiv Amplifies Deep-Strike Campaign
The strike in Starobilsk is part of a broader, highly aggressive campaign by Ukraine’s Unmanned Systems Forces, which have increasingly utilized domestically produced mid- and long-range drones to strike deep behind enemy lines.
Ukrainian officials have claimed responsibility for a string of highly destructive operations over the past week:
1.Snizhne Training Camp: On Wednesday, Ukrainian drones geolocated to the occupied town of Snizhne struck a 2,484-square-meter facility. Robert Brovdi, commander of Ukraine’s Unmanned Systems Forces, stated the strike killed at least 65 Russian drone cadets and an instructor, while destroying a massive cache of explosives and drones.
2.Kherson Security Hub: Ukrainian President Volodymyr Zelensky announced a separate strike targeting a Russian security service headquarters and an air defense system in the occupied Kherson region, claiming nearly 100 Russian casualties.
3.Perm Krai Chemical Plant: In a striking display of range, Ukrainian intelligence successfully targeted a vital military-industrial chemical plant in Perm Krai—located roughly 1,700 kilometers (1,050 miles) inside the Russian federation.
A Shift in Drone Warfare
While independent verification of the exact casualty counts remains difficult due to restricted access in occupied territories, the sheer scale and geographic reach of the latest strikes signal a significant shift in Ukraine’s tactical capabilities.
By taking the fight deep into Russian territory and heavily hitting drone-production pipelines, Kyiv appears intent on disrupting Moscow’s aerial superiority before Russia can launch its anticipated summer offensives. With Putin openly demanding a swift military response, international observers warn of a volatile cycle of escalation in the days ahead.
