A student can have a smartphone and still be locked out of education.
The phone may be available. The lecture may be online. The assignment may be waiting.
But the data may have finished. The Federal Government is now trying to remove part of that barrier.
From October 1, 2026, students in public senior secondary schools and tertiary institutions are expected to receive 100MB of free data every day for approved educational websites and digital learning platforms.
The programme is being implemented through the Nigerian Communications Commission in partnership with the Federal Ministry of Education and participating telecom operators.
Why 100MB Matters
To someone who buys large data bundles every month, 100MB may appear small.
For a student who regularly struggles to afford data, it can be meaningful.
The internet is increasingly part of education.
Students use it for research, digital libraries, online courses, learning management systems, teacher-development platforms and technical training.
The government says the initiative is designed to ensure that students are not excluded from educational content because their families cannot afford internet access.
That is an important principle.
A student’s academic potential should not depend entirely on whether the household can keep buying data.
But There Is a Catch
The programme is not free internet for everything. The 100MB allowance will apply to approved educational websites and platforms.
The Federal Ministry of Education and NCC will jointly determine which platforms are eligible.
The framework includes learning management systems, digital libraries, educational repositories, teacher-development platforms and technical and vocational training platforms.
That means implementation will matter enormously.If students cannot easily identify the approved platforms, confusion will follow.
If a major educational resource is excluded, the programme becomes less useful.If the system fails on some networks, students will quickly lose confidence.
And if students are promised 100MB but cannot actually access the services smoothly, the announcement will remain more impressive on paper than on the ground.
A Bigger Digital Education Question
The programme also exposes a wider problem.
Nigeria cannot seriously talk about digital education while ignoring digital inequality.Some students have laptops.
Others have only basic smartphones.Some have reliable electricity.
Others charge their phones at commercial charging points.
Some live in cities with strong network coverage.
Others struggle to maintain a stable connection.
Free educational data cannot solve all those problems.
But it can remove one barrier.That is worthwhile.
The government says the initiative will initially target public senior secondary and tertiary students before being extended to other learners.
If properly implemented, the programme could turn a student’s phone into something more than a communication device.
It could become a classroom.
A library. A research centre. And perhaps, for some students, a route to a future their parents could never have afforded to provide.
