
Los Angeles County’s historic $4 billion sexual abuse settlement—the largest of its kind in U.S. history—has been thrown into turmoil following explosive allegations from District Attorney Nathan Hochman that up to 81% of the submitted claims may be fraudulent.
In a motion filed Thursday, Hochman urged an LA County Superior Court judge to immediately halt all payouts until December 31. The freeze is intended to allow breathing room for an ongoing criminal investigation into an alleged coordinated scheme where individuals were reportedly paid cash to file fabricated claims through various law firms.
Protecting Legitimate Survivors
The $4 billion agreement, struck in April 2025, was designed to compensate more than 11,000 plaintiffs who alleged horrific abuse dating back to 1959 while housed in county juvenile halls, foster homes, and children’s shelters like the now-defunct MacLaren’s Children’s Center. The claims surged after a 2020 California law temporarily lifted the statute of limitations for childhood sexual assault.
While plaintiffs’ attorneys have championed the settlement as a vital path to closure for genuine victims, Hochman insists the pause is necessary to protect those very survivors.
”I have filed this application with the interests of the real victims in mind,” Hochman stated, emphasizing that weeding out “greedy opportunists” is critical to preserving both the integrity of the fund and taxpayer resources. “This intervention is critical to safeguarding the rights of the legitimate child abuse survivors… and ensuring individuals who filed fraudulent claims are held accountable.”
Financial Strain and Institutional Fallout
The sheer scale of the settlement has already strained county logistics and finances. LA County Supervisor Kathryn Barger previously noted that the multi-billion-dollar fiscal burden has severely impacted the government’s capacity to negotiate local labor contracts.
The District Attorney’s office launched its criminal probe last November after noticing a suspicious spike in claims. A high-stakes court hearing regarding the requested payment freeze is scheduled for Monday at 8:30 a.m. at the Stanley Mosk Courthouse in Los Angeles.
