TEHRAN — In a historic shift for the Islamic Republic, Ayatollah Alireza Arafi has been named to a three-man interim Leadership Council following the confirmed death of Supreme Leader Ayatollah Ali Khamenei. The appointment, announced Sunday by state-linked media outlets including IRNA and ISNA, signals the activation of Article 111 of the Iranian Constitution to prevent a power vacuum during one of the most volatile periods in the nation’s history.
A Council of Three
Under the constitutional mandate, Arafi joins President Masoud Pezeshkian and Judiciary Chief Gholam-Hossein Mohseni-Ejei to form a temporary governing body. This council will exercise the vast powers of the Supreme Leadership until the Assembly of Experts—an 88-member body of clerics—elects a permanent successor.
Arafi’s role is pivotal; as the sole “jurist member” of the council drawn from the Guardian Council, he represents the religious legitimacy essential to the theocratic state. While the council governs collectively, analysts suggest Arafi’s deep ties to the clerical establishment in Qom make him a stabilizing force for the regime’s core supporters.
Who is Ayatollah Alireza Arafi?
Born in 1959 in Meybod, the 67-year-old Arafi is a heavyweight in Iran’s religious hierarchy. Before this interim appointment, he held a formidable portfolio:
- Head of Iran’s National Seminaries: Overseeing the theological education of thousands.
- Member of the Guardian Council: Vetting legislation and electoral candidates.
- Assembly of Experts Member: Part of the group that ultimately chooses the Supreme Leader.
- Former President of Al-Mustafa International University: A key institution for spreading Iran’s ideological influence abroad.
A Nation at a Crossroads
The transition comes amidst unprecedented regional tension following reports of joint U.S.-Israeli strikes targeting senior Iranian officials. President Pezeshkian, in a recorded statement, emphasized continuity, vowing that the interim council would “continue with all strength along the path set by Imam Khomeini.”
While Arafi is currently serving in an interim capacity, his name has frequently surfaced in discussions regarding a permanent successor. His elevation to the temporary council confirms his status as a trusted “apparatchik” capable of maintaining the status quo—a doctrine some experts refer to as “Khamenei-ism without Khamenei.”
As Iran enters 40 days of national mourning, the eyes of the world remain on the Assembly of Experts, who must now navigate the most significant leadership change in nearly four decades.
