President Bola Ahmed Tinubu has officially announced the cessation of the state of emergency in Rivers State, effective midnight on September 17, 2025. The emergency, which was declared on March 18, 2025, arose from a severe governance crisis that paralyzed the state’s political landscape and threatened public order.

In his statement, President Tinubu recounted the factors leading to the emergency declaration, highlighting the breakdown in working relations between the Rivers State Governor, Siminalayi Fubara, and the State House of Assembly. At the heart of the crisis was a stark division in the Assembly, where a minority of four members aligned with the Governor, while 27 opposed him, supporting the Speaker. This impasse obstructed the presentation and approval of the Appropriation Bill necessary for state operations. The Supreme Court’s judgment underscored the gravity of the situation, ruling that Rivers State was effectively without a functioning government.
Despite ongoing efforts by the President and stakeholders to resolve the impasse, the conflict persisted, compelling the use of constitutional powers under Section 305 to declare the emergency. The President thanked the National Assembly for promptly endorsing the proclamation, as well as the traditional rulers and citizens of Rivers State for their understanding during the period.
Acknowledging dissenting voices who challenged the emergency in court, President Tinubu reaffirmed the constitutional provision permitting state of emergency declarations in cases of threatened breakdown of public order. He stressed that the extraordinary measure was necessary to restore peace, order, and security.
Expressing optimism moving forward, the President welcomed reports of renewed commitment among Rivers State’s political actors to democratic governance. He emphasized that continued peace and collaboration between the executive and legislature are essential for delivering democratic dividends to citizens.
The President concluded by reminding all Nigerian governors and state assemblies nationwide to uphold peace, order, and good governance to nurture democratic progress.
Governor Siminalayi Fubara, Deputy Governor Ngozi Nma Odu, and the Rivers State House of Assembly, including Speaker Martins Amaewhule, are set to resume official duties from September 18, 2025.
