ValidViewNetwork can report that Ghana is positioning itself to become a major electricity supplier across West Africa, with Nigeria emerging as its next potential export market.

Ghana’s Minister for Energy and Green Transition, Dr John Abdulai Jinapor, said the country is willing to begin supplying electricity to Nigeria as part of a broader strategy to strengthen regional energy cooperation and establish Ghana as an energy hub.

“So clearly, this falls in line with our vision, and we believe that if we can achieve this, Ghana can become an energy hub for the whole of the West African region in the shortest possible time,” Jinapor said at a public event on August 21, 2026.

Ghana already exports power to Togo, Benin, Côte d’Ivoire and Burkina Faso through the Ghana Grid Company (GRIDCo), with Nigeria representing a major new target market.

Nigeria’s Response: “We’re Not Convinced”

ValidViewNetwork has learned that Nigerian officials have responded cautiously to Ghana’s proposal. Alhaji Kabir Mohammed, Managing Director of the Transmission Company of Nigeria, while responding to Ghana’s offer stated that such a conversation has not formally happened and that Nigeria has a huge installed capacity that could serve the West African market.

“Nigeria is still optimising its electricity sector for domestic use and for export,” Mohammed said.

Sadiq Wanka, Special Adviser to the President on Power Infrastructure, offered a more nuanced perspective:

“In general, Nigeria and Ghana are both members of the West African Power Pool (WAPP), which provides the framework for cross-border electricity trading between member countries. In addition to our vast generation potential (because we have gas, hydro and solar potential), Nigeria already has an installed generation capacity that outstrips grid consumption today.” Wanka added:

“Ghana selling electricity to Nigeria is not inconsistent with that outlook. There could be periods or circumstances where Ghana has surplus power that is commercially attractive for Nigerian off-takers to import, even while Nigeria remains a net exporter over time and in aggregate”.

Ghana’s Energy Ambition

ValidViewNetwork understands that Ghana’s regional electricity ambitions are tied to a broader plan to diversify its energy mix.

According to Jinapor, the country intends to combine natural gas, renewable energy and nuclear power to strengthen electricity generation and improve reliability.

The strategy is also expected to support President John Dramani Mahama’s 24-Hour Economy initiative, which seeks to encourage businesses and industries to operate for longer hours. Jinapor acknowledged that supplying Nigeria on a meaningful scale would require major investments in transmission infrastructure.

The proposed expansion would need to accommodate the volume of electricity involved in cross-border trade while ensuring that Ghana can continue meeting its own domestic demand.

Ghana’s Recent Grid Disturbances

ValidViewNetwork has learned that Ghana’s energy ambition comes amid recent challenges to its own power system.

The country experienced major nationwide outages in July and August 2026, including a disturbance associated with the Akosombo–Volta transmission corridor.

Those incidents have triggered calls from energy-sector stakeholders for stronger transmission resilience, greater technical disclosure and investment in the national grid.

The ambition to export more electricity therefore faces a straightforward policy test; Ghana cannot credibly become a regional power hub if its own transmission system remains vulnerable to disturbances capable of affecting the entire country.

Nigeria’s Power Sector: A History of Exports ValidViewNetwork can report that Nigeria has long been a net exporter of electricity within the West African region, selling power to Benin, Niger and Togo under the West African Power Pool framework.

The interconnection between Nigeria and Benin (which also supplies Togo) via the CEB–NEPA Power Interconnection Project took off in 2007, while supply to Niger Republic began in 2011.

Historical Export Figures — Period Export Value Details

Q1 2024 ₦58.65 billion ($39m) Electricity exported to neighbours

2022 $50.98m Total annual exports

Early 2025 $112m Combined export value to Benin and Niger

ValidViewNetwork understands that Nigeria’s exports to neighbouring countries are driven in part by strategic considerations.

The Presidency has explained that Nigeria sold electricity to prevent neighbouring countries from damming the River Niger, which feeds Nigeria’s major hydro power plants in Kainji, Shiroro and Jebba.

.Outstanding Debts from Export Partners ValidViewNetwork has learned that export agreements have reportedly resulted in unpaid debts by beneficiary countries.

According to NERC’s Q3 2025 report, Benin Republic, Togo and Niger owe Nigeria a total of $11.57 million for electricity supplied under bilateral arrangements.

During the quarter, international customers paid only $7.12 million out of the $18.69 million invoice issued by the Market Operator, leaving an outstanding balance of $11.57 million. The trio reportedly owed Nigeria approximately $17.8 million, equivalent to N25 billion in the third quarter of 2025 alone.

Nigeria’s Installed Capacity vs. Actual Output ValidViewNetwork reports that Nigeria possesses significant installed generation capacity that far exceeds its actual output.

Metric Value Source

Installed Generation Capacity 13,500 MW – 13,625 MW

Effective Available Capacity ~4,089 MW

Actual Output (April 2026) 4,300 MW

Grid Consumption Significantly below capacity

ValidViewNetwork understands that Nigeria’s installed capacity tops 13,500 megawatts, but actual output regularly struggles to clear 5,000 MW due to transmission constraints, gas supply challenges, and infrastructure deficiencies.

The country’s average plant availability factor stood at just 30% in March 2026, meaning most of Nigeria’s generation capacity remains idle. The nation’s power grid collapsed twice in the first two months of 2026 alone.

What This Means for Nigeria

ValidViewNetwork can analyse the implications of Ghana’s proposal:

1. A Net Exporter by Potential, Not Reality Nigeria’s installed capacity of over 13,500 MW outstrips its domestic consumption, but the country cannot currently utilise that capacity effectively. As Sadiq Wanka noted, Nigeria has the potential to be a net exporter within the region, but that potential remains largely untapped.

2. Regional Power Trade Benefits Both Countries

The West African Power Pool provides the framework for cross-border electricity trading. Even if Ghana supplies some power to Nigeria, Nigeria could still remain a net exporter over time. Such trade can help stabilise regional grids and improve energy security.

3. A Wake-Up Call for Nigeria’s Power Sector

Ghana’s ambition to supply electricity to Nigeria should serve as a wake-up call. A country with the largest economy and population in West Africa should not be reliant on its smaller neighbour for electricity.

Nigeria must urgently address the structural challenges that prevent its vast generation capacity from reaching consumers.

4. The Debt Problem Must Be Addressed

Nigeria’s experience with unpaid electricity debts from Benin, Togo and Niger demonstrates the risks of cross-border power trade. Any agreement with Ghana must include robust payment guarantees to protect Nigeria’s electricity market.

The Verdict

ValidViewNetwork concludes that Ghana’s proposal to supply electricity to Nigeria represents a significant development in West African energy cooperation.

However, it also exposes the uncomfortable reality; Africa’s largest economy cannot reliably power itself. The situation is not without irony. Nigeria, blessed with abundant gas, hydro and solar resources, exported $39 million worth of electricity in the first quarter of 2024 alone.

Yet on the same day Ghana’s minister expressed a willingness to supply Nigeria, Nigerians were grappling with unreliable power.Ghana’s ambition is understandable.

Nigeria’s response should be one of determination, to fix its power sector, unlock its potential, and become not just a net exporter, but a reliable supplier to its own people.
