Reps Launch Probe into Misplaced Green Energy Projects Across MDAs

The House of Representatives in Nigeria has resolved to investigate the improper domiciliation of green energy projects within Ministries, Departments, and Agencies (MDAs) lacking technical expertise, risking substandard project outcomes and wastage of public funds. This decision follows an urgent motion sponsored by Hon. Jesse Onuakalusi of Lagos State during Wednesday’s plenary session.

Numerous green and renewable energy initiatives, including solar mini-grids and wind farms, funded by the Federal Government, aim to promote sustainable power generation, reduce carbon emissions, and boost rural electrification. However, concerns have emerged over projects being assigned to entities without the requisite professional competence or statutory mandate. This misplacement hinders Nigeria’s Energy Transition Plan and may lead to duplicated efforts, delayed implementations, abandoned projects, and erosion of public trust.

Hon. Onuakalusi underscored the need for competent oversight by appropriate agencies such as the Rural Electrification Agency, Energy Commission of Nigeria, and the Nigerian Electricity Regulatory Commission to ensure quality, accountability, and sustainability. He warned that continued mismanagement could severely impact Nigeria’s ability to meet its commitments under the United Nations Sustainable Development Goal 7 for affordable clean energy and the Paris Climate Agreement.

Following the adoption of the motion, the House directed its Committee on Renewable Energy to thoroughly investigate project domiciliation across MDAs to assess compliance with due processes, capacity, and statutory requirements. The Committee will identify instances of mismanagement and recommend sanctions where necessary. Additionally, the Federal Government, through the Office of the Secretary to the Government and the Bureau of Public Procurement, must ensure future projects are entrusted only to capable, legally mandated institutions.

The House also urged the Federal Ministry of Power and the Energy Commission of Nigeria to develop a clear framework for inter-agency coordination in renewable energy implementation and report to the Committee within four weeks. Moreover, there is a proposal for urgent amendment to the Electric Power Sector Reform Act to align legislation with Nigeria’s renewable energy objectives.

This investigative move complements ongoing initiatives such as the establishment of the National Committee on Renewable Energy, Energy Efficiency, Innovation & Certification (NCREEIC), aimed at accelerating Nigeria’s green energy transition with innovation, collaboration, and standards development.
