President Donald Trump has suspended a sweeping package of sanctions on Russia that he personally signed into law just last month, issuing an executive order on Friday night that paused implementation just two days before the measures were due to take effect.

The sanctions suspension decision, justified by the White House as being in the “national interest,” has drawn sharp condemnation from congressional Democrats who accuse the President of capitulating to Vladimir Putin and abandoning Ukraine.

THE SANCTIONS PACKAGE

The legislation, named after the late South Carolina Senator Lindsey Graham, was designed to clamp down on the financial resources fueling Russia’s war against Ukraine.

It had passed with large bipartisan majorities in both the House and Senate following Graham’s sudden death in July, and Trump signed it into law in September.

The package sought to sanction Russian officials, including Putin himself, as well as Russian banks and Moscow’s so-called “shadow fleet” of tankers used to circumvent existing embargoes.

It also directed Trump to impose tariffs of up to 100 per cent on the top five importers of Russian oil or natural gas, most significantly China and India — with an exception for countries that import less than 15 per cent of Russia’s natural gas exports and have taken significant steps to reduce those imports .

THE EXECUTIVE ORDER

Trump’s executive order, posted on the White House website late Friday, suspended key provisions of the law.

The notification stated that the report explaining the decision had been submitted to Congress, but the White House did not immediately explain how pausing the sanctions served the national interest .

The move came just two days before the statutory deadline for implementation, catching lawmakers on both sides off guard.

THE DEMOCRATIC BACKLASH

Senator Richard Blumenthal, a Connecticut Democrat who co-drafted the legislation with Graham, was scathing in his response.

“These waivers have nothing to do with our national security, and everything to do with sucking up to Vladimir Putin,” Blumenthal said in a statement, adding that Trump was turning his back on “the majority of Americans, their representatives in both houses of Congress, and our European allies” .

Virginia Congressman Don Beyer, a veteran Democrat who had spoken out against the bill as it was debated, noted on social media that he and others had “warned” Trump might make such a move.

He called on Congress to “fix this flawed law to stop Trump from capitulating to Putin and ensure that it truly supports Ukraine”.

THE DIESEL DEAL CONTEXT

The sanctions suspension is the latest in a series of moves that have alarmed Ukraine and its supporters.

Just a week earlier, Trump announced a controversial deal to purchase Russian diesel in an effort to bring down global energy prices, despite the potential benefit to Moscow’s war effort.

Under the agreement, Russia would immediately supply more than 300,000 tons of diesel, followed by an additional 500,000 tons in November and 1 million tons “immediately thereafter”.

The diesel deal was pilloried by Republicans and Democrats alike, who argued it would help Russia execute its war without meaningfully reducing fuel prices, which have been elevated primarily due to Trump’s war on Iran.

THE ZELENSKYY RIFT

The sanctions suspension also comes amid an escalating war of words between Trump and Ukrainian President Volodymyr Zelenskyy.Trump has increasingly lashed out at Zelenskyy, blaming him for failing to make a deal with Putin to end the fighting.

Earlier this week, Trump said he found Zelenskyy “more difficult to deal with than Putin” and called the Ukrainian leader “not a good guy”.

Zelenskyy, in turn, has accused the Trump administration of deliberately slowing down Starlink services used by Ukrainian forces and withdrawing intelligence-sharing, resulting in Ukrainian deaths.

He has also criticised the diesel deal as a “gift” to Putin .

THE POLITICAL CALCULUS

The timing of Trump’s decision is politically sensitive. The US midterm elections are less than three weeks away, on November 3.

An AP-NORC poll published on October 1 found that Americans disapprove of Trump’s handling of the Iran war and blame him for higher prices.

Trump’s approval ratings have sunk to near-historic lows, and pressure is mounting as Republicans try to hold control of both chambers of Congress.

The diesel deal and the sanctions suspension appear designed to address domestic energy prices — a key voter concern, even at the cost of alienating European allies and Ukrainian supporters.

WHY IT MATTERS

Trump’s decision to suspend the sanctions represents a significant shift in US policy toward Russia.

The legislation was intended to increase economic pressure on Moscow and was passed with overwhelming bipartisan support.

By freezing its implementation, Trump has effectively neutralized a tool that Congress designed to constrain his ability to improve relations with Putin.

For Ukraine, the signal is unmistakable: Washington is prioritizing domestic energy prices over the war effort.

For Democrats, the move confirms their worst fears about Trump’s willingness to accommodate Moscow.

For Trump, the gamble is that voters will reward lower fuel prices more than they will punish him for abandoning a sanctions regime he signed into law just weeks ago.

ValidViewNetwork reports that the sanctions remain suspended. Congress has not yet indicated whether it will attempt to override the President’s decision.
