
ABUJA – In a bold move to digitize civic engagement, the Federal Government on Monday officially launched the CLHEEAN mobile application, an artificial intelligence-driven platform designed to put “government in the pockets” of Nigerians.
The unveiling, led by the Director-General of the National Orientation Agency (NOA), Mallam Lanre Issa-Onilu, marks a pivotal shift in how the state communicates its policies and gathers feedback from the grassroots. The app’s name, CLHEEAN, serves as an acronym for the agency’s strategic focus: Crime, Lawlessness, Health, Education, Environment, Abuse, and Narcotics.
Breaking the Language Barrier
Recognizing Nigeria’s linguistic diversity, the platform features a sophisticated AI voice and chat assistant capable of communicating in Hausa, Yoruba, and Igbo, alongside English. This multilingual integration aims to ensure that over 200 million citizens—regardless of their literacy level or primary tongue—can access accurate information on government initiatives.
”For too long, a gap has existed between the government and the people it serves,” Issa-Onilu stated during the Abuja launch. “Today, we begin closing that gap by transforming how we connect. This is not just an app; it is a new way of governing that prioritizes the citizen’s voice.”
Beyond Information: A Tool for Accountability
The CLHEEAN app is more than a news portal. It incorporates several interactive modules designed to foster active nation-building:
- The Explainer: A digital newsletter providing simplified breakdowns of complex civic matters.
- Feedback & Reporting: Tools for citizens to report local issues and provide direct feedback on public services.
- Youth Engagement: Features such as “Campus Debates,” quizzes, and community forums to capture the energy of Nigeria’s digital-native population.
Aligning with “Renewed Hope”
The initiative is a cornerstone of President Bola Tinubu’s Renewed Hope Agenda, which emphasizes transparency and inclusive governance. By leveraging mobile technology, the NOA seeks to solve the historical challenge of weak feedback loops that have hindered previous government outreach programs.

The Director-General urged Nigerians to download the platform, noting that nation-building is a “shared responsibility” rather than a spectator sport. With real-time updates and interactive “Tour” guides, the app is positioned to become the primary digital bridge for civic education in the country.
