Tinubu receives interim report as anti-graft agency recommends prosecution of alleged PFIPC mastermind and collaborators

ABUJA —Nigeria’s expanding fake government agency scandal widened on Thursday after the Independent Corrupt Practices and Other Related Offences Commission (ICPC) announced the discovery of two additional fictitious federal agencies allegedly linked to Adeniyi Matthew Adeyemi, the self-proclaimed Director-General of the Presidential Foreign Intervention Promotion Council (PFIPC).

ValidViewNetwork reports that the new findings emerged after ICPC Chairman, Dr. Musa Adamu Aliyu, presented an interim investigation report to President Bola Tinubu at the Presidential Villa, Abuja, outlining what investigators described as a sophisticated network of forged institutions, falsified documents and impersonation.

The latest revelations come days after security agencies intensified investigations into the controversial PFIPC, an organisation authorities insist never existed in law despite allegedly operating from government premises and presenting itself as a federal institution.

Two More Fake Agencies Surface

According to the ICPC, investigators uncovered two additional organisations allegedly created through forged legislative instruments.

They are the FCT Investment Promotion Agency and the Foreign Investment Promotion Agency, both of which investigators say were used to facilitate illegal activities, including the opening of bank accounts.

ValidViewNetwork reports that investigators believe the agencies formed part of a broader scheme allegedly designed to exploit weaknesses in government verification systems while creating the appearance of legitimacy.

PFIPC Had No Legal Foundation

Presenting the interim findings, ICPC Chairman Musa Aliyu stated that investigations confirmed Adeniyi Matthew Adeyemi was never appointed by the Federal Government and that the Presidential Foreign Intervention Promotion Council lacked any constitutional or statutory basis.

According to the commission, the agency was neither established through an Act of the National Assembly nor created by an Executive Order.

Investigators further alleged that the appointment letter used by Adeyemi was forged and that the group unlawfully occupied offices and utilised official materials belonging to the defunct Presidential Economic Advisory Council (PEAC).

ValidViewNetwork reports that the commission said the alleged syndicate exploited gaps in coordination among public institutions to sustain its operations.

Officials Named as Probe Widens

The anti-corruption agency also identified officials from several government institutions as persons of interest in the ongoing investigation.

According to the interim report, officials from the Office of the Secretary to the Government of the Federation, the Office of the Head of the Civil Service of the Federation, the Office of the Accountant-General of the Federation, the Budget Office of the Federation and the National Information Technology Development Agency (NITDA) were identified as alleged collaborators in the scheme.

However, ICPC stressed that investigations remain ongoing and that criminal liability would ultimately be determined through due process.

Tinubu Receives Interim Findings

ValidViewNetwork reports that President Bola Tinubu was formally briefed on the commission’s findings as part of the administration’s response to the unfolding scandal.

The ICPC Chairman said the President reaffirmed his administration’s commitment to transparency, accountability and strengthening institutional safeguards to prevent similar incidents.

The commission also recommended the prosecution of Adeyemi, disciplinary proceedings against any public officials found culpable and sweeping reforms aimed at improving verification and internal control mechanisms across government institutions.

A Scandal Testing Institutional Oversight

The PFIPC controversy has become one of the most significant institutional integrity cases under the Tinubu administration, raising questions about how an organisation allegedly lacking any legal existence operated within the ecosystem of government.

While investigators insist there is no evidence that public funds were officially appropriated or released to the fake agency, the case has exposed vulnerabilities in administrative verification, inter-agency coordination and document authentication.

ValidViewNetwork reports that authorities maintain the investigation is still expanding, with additional discoveries expected as forensic reviews continue.

The discovery of two more alleged fake government agencies marks another dramatic chapter in the PFIPC investigation.

As prosecutors prepare criminal charges and investigators widen their search for collaborators, the outcome of the case could shape future reforms aimed at protecting the integrity of Nigeria’s public institutions and preventing similar abuses of government identity.
