
The Lagos State Government has delivered a stern final warning to estate developers across the state, particularly in the Eti-Osa corridor, demanding they submit approved layout plans within one week or risk severe penalties including hefty fines, site sealing, and potential demolition of structures. This ultimatum follows the expiration of an earlier grace period granted to flagged properties, many of which were identified earlier this year as operating without necessary approvals from the Ministry of Physical Planning and Urban Development. Commissioner Dr. Oluyinka Olumide led enforcement teams on Tuesday to sites like Whiteoak Estate 2 behind Victoria Garden City (VGC) and Elite Garden Estate by Bosmark Haven Properties Limited, emphasizing that no subdivision, sales, or construction can proceed without proper documentation.

Officials highlighted that these unregulated developments undermine Lagos’ sustainable urban growth agenda, including the T.H.E.M.E.S+ framework, by lacking essential infrastructure planning, spatial arrangements, and individual plot permits. In August, the government blacklisted 176 such estates mainly in Eti-Osa, Ajah, Ibeju-Lekki, and Epe, giving a 21-day window to regularize at the Alausa Secretariat—many non-compliant sites now face this shortened deadline. Permanent Secretary Engr. Oluwole Sotire has stressed the ministry’s statutory duty to enforce regulations for a resilient smart city, urging all real estate practitioners to register with the Lagos State Real Estate Regulatory Authority (LASRERA).

Prospective buyers received strong advice to verify an estate’s approval status directly with the ministry before investing, as properties in unapproved schemes risk total loss amid ongoing enforcement. The state vows unwavering commitment to planning laws protecting public safety and environmental integrity, with teams set to intensify inspections post-deadline. This crackdown signals Lagos’ resolve against haphazard growth threatening orderly expansion.
