The Speech Every New Boss Gives: Can Aina’s JAMB Agenda Escape Nigeria’s Familiar Cycle?

Every new public official arrives with a blueprint. Every blueprint promises reform, transparency and a fresh beginning. Nigeria has heard that speech so often that citizens now judge leaders less by what they announce on their first day than by what survives their fourth year.

Yet every appointment also deserves the courtesy of evidence before judgment. Segun Aina has now placed his own promises on the table. Time will decide whether they become policy or simply another well-worded government document.

ValidViewNetwork reports that Professor Segun Aina has unveiled a five-year development agenda for the Joint Admissions and Matriculation Board after assuming office as Registrar.

The agenda, titled “JAMB 2031: Building Trust, Reducing Trauma,” outlines reforms expected to guide the examination body through 2031.

A New Era Begins

Aina officially assumed office on Monday.He succeeded Professor Ishaq Oloyede, whose ten-year tenure ended last Friday.

President Bola Tinubu appointed Aina as substantive registrar on May 21. At 40, he is the youngest person to lead JAMB. The Presidency described him as an expert in computer engineering, digital infrastructure and examination systems, ValidViewNetwork reports.

The Five-Year Blueprint

According to JAMB spokesman Fabian Benjamin, the reform agenda is built around what Aina calls Project 2:5:7. The framework contains two strategic objectives. It also contains five institutional pillars and seven flagship initiatives.

Aina said the programme would strengthen public trust while improving service delivery.He pledged to build on the reforms introduced by his predecessor.

Technology Takes Centre Stage

ValidViewNetwork reports that technology forms the centrepiece of Aina’s reform agenda. He announced plans for an independent technology review.He also proposed ISO 27001 information security certification.Other initiatives include a unified JAMB mobile application.

The agenda also includes a unified customer service platform. JAMB plans to introduce paperless administration across its operations. Staff welfare and capacity development also feature prominently.

Five Pillars For Reform

Aina said the agenda rests on five pillars. They include integrity, service, governance, technology and partnership. He said stronger governance would improve accountability, while also promising better engagement with financial institutions and stakeholders.

According to him, technology will support better decision making across the organisation.

The Real Test Lies Ahead

Nigeria has witnessed many ambitious policy launches.New agency heads often begin with inspiring speeches. Many promise transparency, efficiency and institutional renewal.Some deliver meaningful reforms.

Others eventually become custodians of the very systems they once criticised. That history naturally invites healthy scepticism whenever another reform agenda is unveiled.

Yet scepticism should never become cynicism. Every leader deserves the opportunity to prove that words can become measurable results.

For now, Aina has offered Nigerians a clear vision and an ambitious roadmap. The real examination, however, will not be conducted in conference halls or media briefings.

It will take place during future UTME registrations, examination days, admission exercises and public complaints.

If candidates experience fewer glitches, faster services, stronger security and greater transparency, Nigerians will remember this speech as the beginning of genuine reform.

If not, it will join a long archive of impressive promises that entered office with applause but quietly settled into the familiar comfort of the status quo.

For the sake of millions of students, parents and institutions, one can only hope Professor Segun Aina proves the sceptics wrong.
