Niger Mining Tragedy: FG Suspends NSCDC Commandant, Orders Full Investigation

The Federal Government has suspended the Niger State Commandant of the Nigeria Security and Civil Defence Corps, Suberu Siyaka Aniviye, after 37 suspected illegal miners died in custody.

The Minister of Interior, Olubunmi Tunji-Ojo, also ordered a full investigation into the deaths, which occurred after the suspects were arrested during enforcement operations against illegal mining in Niger State.

The incident reportedly occurred at the M.I. Wushishi/Lukoto axis of Minna in the early hours of Thursday, September 17.The suspects had been arrested during operations conducted on September 15 and 16.

The NSCDC initially described the deaths as involving a suspected disease outbreak, but said medical examination was required to establish the actual cause.

The Federal Government’s decision to suspend the commandant changes the story from an internal NSCDC investigation to a wider official probe into what happened to the detainees while they were in custody.

Tunji-Ojo said the commandant would remain suspended while the investigation continues.

“It is an unfortunate incident; however, a full investigation will be conducted while the commandant under whose watch this happened remains suspended.”

The minister also urged members of the public to remain calm and law-abiding while the investigation takes place.

What Happened in Custody?

The precise cause of death has not yet been established. The NSCDC said the bodies were deposited at the General Hospital, Minna, for medical examination. Its investigative team was also directed to examine the condition of the suspects when they were arrested, their period in detention, the conditions in which they were held and the medical attention they received.

A survivor, however, gave a different account to investigators and journalists, alleging that detainees were packed into a poorly ventilated cell and struggled to breathe.

That account remains part of the circumstances that require investigation rather than an established finding on the cause of death.

The conflicting accounts make the promised autopsy, medical examination and investigation particularly important.

Illegal Mining Crackdown

The NSCDC has expanded the activities of its Mining Marshals as part of efforts to protect the country’s mineral resources and disrupt unauthorised mining.

The government has repeatedly linked illegal mining to revenue losses, environmental damage and wider security concerns in parts of the country.

That enforcement responsibility, however, does not remove the obligation to protect the lives and rights of people placed in government custody.

The Niger tragedy therefore raises two separate issues: the government’s right to enforce mining laws and the state’s responsibility for people arrested during those operations.

Investigation Must Answer the Questions

The central questions now include how many people were detained, how they were accommodated, their physical condition when arrested, what medical care was available, when the deaths began, and whether any warning signs were acted upon.

The cause of death must also be established independently through medical and forensic evidence.

Until those findings are released, claims about disease, suffocation or any other specific cause remain unproven.
