Former Vice President and African Democratic Congress (ADC) presidential candidate Atiku Abubakar is scheduled to address a world press conference at his Abuja residence today amid intensifying questions over a two-decade-old financial transaction tied to the controversial Mambilla hydropower project.

The timing of the briefing has drawn sharp attention after TheCable published a detailed report earlier on Friday revealing that Leno Adesanya, promoter of Sunrise Power and Transmission Company Limited, told an international arbitration tribunal that he transferred $500,000 to Jennifer Douglas—then wife of Atiku—in January 2003. Adesanya described the payment as part of a foreign-exchange transaction carried out for the then Vice President.

The funds moved on January 30, 2003, through China Castle Investments Limited, an offshore company controlled by Adesanya, into Douglas’s Citibank account in the United States. The transfer occurred less than four months before then Minister of Power and Steel Olu Agunloye purportedly issued a build-operate-transfer (BOT) contract for the Mambilla project to Sunrise in May 2003.

According to the tribunal’s findings in the final award of the International Chamber of Commerce (ICC) International Court of Arbitration (Case No. 26260/SPN/AB/CPB, dated September 16, 2026), Adesanya confirmed the payment in his fourth witness statement: “I confirm that I made a transfer of $500,000 to the Abubakars through my company China Castle Investments Ltd in early 2003.” He maintained that he operated a bureau de change business through Moneyline Ventures Limited and that the dollars represented currency purchased with naira for Atiku, whom he described as a friend.

The three-member tribunal, however, expressed scepticism. It noted the absence of contemporaneous documentary evidence or corroborating testimony from either Atiku or Douglas to support the foreign-exchange explanation. The panel highlighted the timing—Sunrise had presented its tender to a multi-agency technical committee around January 15–16, 2003, and the technical committee later recommended the company on March 12—as raising “significant red flags.”

A U.S. State Department cable dated February 25, 2003, described Adesanya as an “Atiku insider” and associate of the Vice President. The tribunal also recorded that Atiku had been directly involved in the Mambilla project from at least 2001 and wielded considerable influence in the Nigerian government during the first half of 2003.

Nigeria yesterday secured a decisive victory in the long-running arbitration. The ICC tribunal in Paris dismissed Sunrise’s $2.35 billion claim arising from the disputed 2003 BOT arrangement for what was then valued as a multi-billion-dollar hydropower plant in Taraba State. The panel rejected Sunrise’s assertions that Nigeria breached contractual obligations under a later settlement agreement and addendum, and it threw out a related demand for $400 million (comprising a $200 million settlement sum and a $200 million default sum).

In addition, the tribunal ordered Sunrise and Adesanya to reimburse Nigeria 75 percent of its legal fees and expenses, quantified at approximately $11.82 million. Of that amount, $2.5 million is to be released from funds held in escrow by the ICC, while the balance of about $9.32 million must be paid by Sunrise and Adesanya, carrying 10 percent annual interest compounded from the date of notification of the final award. Arbitration costs of roughly $1.66 million were apportioned 75 percent to Sunrise/Adesanya and 25 percent to Nigeria.

The ruling affirms the long-held position of successive Nigerian administrations—under former Presidents Olusegun Obasanjo and Muhammadu Buhari—that no valid contract was ever signed with Sunrise. President Bola Tinubu welcomed the outcome, describing it as the removal of “the single biggest legal hurdle that has paralysed the Mambilla hydro power project for years.” He praised the efforts of the Attorney-General of the Federation, former presidents who testified, and other officials involved in defending the national interest.

Douglas was previously a central figure in a U.S. corruption and money-laundering investigation that linked Atiku to William Jefferson, a former U.S. congressman later convicted on related charges. Atiku has consistently denied any wrongdoing in connection with those allegations or the Mambilla transaction.

Political reactions have been swift. The All Progressives Congress (APC) Presidential Campaign Council on Friday called on Atiku to withdraw from the 2027 presidential race, arguing that the revelations compromised his fitness for office. Atiku’s camp has not yet issued a detailed response to the tribunal’s findings, though the scheduled press conference is expected to provide an opportunity for him to address the matter directly.

The Mambilla project, long envisioned as a major boost to Nigeria’s power generation capacity, has been stalled for years by legal, contractual and funding obstacles. With the ICC award now clearing a major liability risk estimated in excess of $2 billion, attention is turning once again to whether the project can finally move forward.

Today’s press conference at Atiku’s residence will be closely watched as both a response to the fresh disclosures and a potential signal of how the former Vice President intends to navigate the intensifying scrutiny ahead of the next electoral cycle.
