The Minister of Women Affairs, Imaan Sulaiman-Ibrahim, has been accused of refusing to undergo security screening at Murtala Muhammed International Airport, Lagos, before boarding a Turkish Airlines flight.

According to the account, the minister declined to be screened at the security checkpoint, prompting a standoff with airport security personnel before she proceeded to board.

AN UNUSUAL INTRODUCTION

There is an uncomfortable truth buried in this story.

For a great many Nigerians, this is the first time they are hearing of the Minister of Women Affairs, or, at least, the first time they are hearing anything about her ministry’s activities at all.

In the life of any government, some ministries are high-profile and some are not. But the Ministry of Women Affairs occupies a space that is neither quiet by design nor naturally invisible.

It is supposed to be central to national conversations about gender-based violence, women’s economic participation, maternal health, the girl-child and the protection of the vulnerable.

Instead, for much of this administration, the ministry has been publicly silent. The first substantive news many Nigerians are getting about its leadership is that she allegedly refused to be screened before boarding a flight.

WHY AIRPORT SCREENING IS NOT OPTIONAL

Aviation security screening is not a courtesy extended to passengers. It is a mandatory, legally enforceable layer of protection for every person on an aircraft and in an airport.

Nigeria’s aviation security regime operates under the Nigerian Civil Aviation Authority, in line with International Civil Aviation Organization (ICAO) Annex 17 standards. The rules apply irrespective of office, wealth or status.

Where dignitaries are concerned, protocols exist, but they exist to provide discreet screening and escort, not to exempt any passenger from screening altogether.

An alleged refusal by a public office holder is therefore not merely a breach of etiquette. It raises questions about the culture of impunity that frequently attaches to public office in Nigeria, and about the signal such conduct sends to security personnel who are expected to enforce rules without fear or favour.

THE STANDARD THE PUBLIC EXPECTS

The position of minister is not a personal privilege. It is a public trust. Holders of public office are held to a higher standard precisely because their conduct shapes public norms.

When a minister complies with ordinary screening, it reinforces the principle that no one is above the law. When a minister is accused of refusing, it undermines it.

There are two important caveats.

First, the accusation has not been confirmed by an independent process. The minister has not been convicted of anything, and allegations require verification.

Second, there is a legitimate conversation to be had about the treatment of female dignitaries, dignity in screening, and whether airport protocols are consistently applied to all passengers — including those who are not ministers.

But neither caveat removes the central question: did a public officer refuse a mandatory security process, and if so, what consequence followed?

THE MINISTRY THAT ISN’T HEARD

It is difficult to write about this story without noting the wider silence.

A Ministry of Women Affairs should, by its nature, generate constant public output, interventions on gender-based violence, advocacy, survivor support, policy reform, shelter and legal aid, maternal mortality reduction, and support for widows, orphans and the vulnerable.

Nigerians have heard very little of that. For the current leadership of the ministry, the most prominent public moment so far appears to be a controversy about an airport screening checkpoint.

That is not a good introduction, and it is not an accident. It is the predictable outcome of a public communication culture that treats visibility as optional and accountability as negotiable.

WHAT HAPPENS NEXT

ValidViewNetwork reports that the allegation of refused screening remains just that, an allegation.

The relevant authorities should investigate, and the outcome should be made public. If the allegation is false, the minister deserves a clear exoneration. If it is true, the standard that applies to every other passenger must apply to her.

Either way, the Ministry of Women Affairs owes Nigerians more than silence.
