DAKAR/OUAGADOUGOU – In a significant step towards bolstering regional security, Senegal and Burkina Faso have launched a joint initiative aimed at combating terrorism and transnational crime in the volatile Sahel region. While specific details of direct joint military operations remain largely undisclosed, this strategic pact underscores a growing commitment to collaborative efforts in the face of escalating threats.
The partnership highlights a crucial alignment of interests between the two West African nations, both deeply impacted by the surge in terrorist activity across the Sahel. Burkina Faso, in particular, has borne a heavy brunt, consistently ranking among the most severely impacted countries by terrorism globally.
This bilateral move is part of broader regional strategies that both nations are actively engaged in:
1.ECOWAS Framework: As members of the Economic Community of West African States (ECOWAS), Senegal and Burkina Faso contribute to the bloc’s initiatives against terrorism and organized crime. This includes adhering to regional counter-terrorism financing standards through institutions like the Inter-Governmental Action Group against Money Laundering in West Africa (GIABA). Although Burkina Faso, Mali, and Niger recently announced their intention to leave ECOWAS and form the Alliance of Sahel States (AES), the underlying need for regional security cooperation remains a shared concern.
2.Sahel Region Initiatives and Legal Frameworks: Both countries, alongside Niger and others in the Sahel, have been actively revising their penal codes and establishing specialized courts and investigators to enhance counterterrorism efforts. This focus on strengthened legal frameworks facilitates improved information sharing and more effective prosecution of terrorist acts. The Sahel Judicial Cooperation Platform, for instance, includes both Senegal and Burkina Faso, emphasizing judicial collaboration in terrorism cases.
3.Alignment with Anti-Terrorism Goals: While neither Senegal nor Burkina Faso are formal members of the Multinational Joint Task Force (MNJTF) – which primarily focuses on the Lake Chad Basin and includes Nigeria, Chad, Niger, and Cameroon – their current initiative resonates with the spirit of coordinated anti-terrorism efforts. The MNJTF, as well as the G5 Sahel Joint Force (which historically included Burkina Faso, Chad, Mali, Mauritania, and Niger), demonstrate the recognition of cross-border threats requiring collective responses.
The renewed bilateral focus comes amidst Burkina Faso President Ibrahim Traoré’s active pursuit of support from regional allies and countries like Russia to intensify anti-terror operations. Recent reports indicate the presence of Russian private military personnel in Burkina Faso, suggesting a diversification of its security partnerships.
Given the shared security challenges, including the expansion of militant Islamist violence towards coastal West African states, the collaboration between Senegal and Burkina Faso is a pragmatic response.
The strategic pact emphasizes intelligence sharing and enhanced security operations, aiming to forge homegrown responses to terrorism, arms trafficking, and cross-border crime. This joint front signals a resolute determination to bring stability to a region grappling with complex and evolving security threats.
