​President Bola Ahmed Tinubu has ordered an extensive forensic audit of the Integrated Personnel and Payroll Information System (IPPIS) and all federal ministries, departments, and agencies to root out systemic corruption and fiscal leakages.

​Announced by Special Adviser to the President on Information and Strategy, Bayo Onanuga, the directive builds on an August 19, 2026, Federal Executive Council resolution. The executive action comes on the heels of alarming discoveries by the Independent Corrupt Practices and Other Related Offences Commission (ICPC), which exposed widespread control failures, rampant payroll fraud, ghost workers, and the operation of unauthorized “fake agencies” drawing from the national treasury.

​The high-stakes investigation will be coordinated by the Minister of Finance and Co-ordinating Minister of the Economy, Mr. Taiwo Oyedele. Operating under strict mandates of independence and forensic integrity, the audit team is tasked with diagnosing how administrative vulnerabilities were systematically exploited to siphon public funds.

​The comprehensive sweep is structured around two core pillars. The first component targets a deep forensic examination of the IPPIS architecture alongside interconnected financial ecosystems, including the Government Integrated Financial Management Information System (GIFMIS), Remita, the Treasury Single Account (TSA), and Sub-TSA networks. Auditors will scrutinize biometric identities, access controls, bank account databases, and pension management platforms to reconcile ICPC figures, trace how ineligible individuals infiltrated the payroll, and determine whether breaches stemmed from software defects, structural loopholes, or deliberate human circumvention.

​The second component shifts focus to the administrative landscape of the federal bureaucracy. The audit will compile a definitive, verified inventory of every commission, council, parastatal, and agency to audit their legal existence. Investigators will verify how entities attain official recognition, budget allocations, correspondence channels, and access to payment infrastructure, simultaneously reviewing procurement, internal audit, and institutional governance structures.

​Rather than acting merely as a punitive exercise for past infractions, the administration intends for the audit to permanently overhaul federal public financial management. By closing structural loopholes and enforcing rigid data verification protocols, the federal government aims to safeguard public resources and ensure that only legitimate personnel and legally constituted entities remain on government ledgers. The audit team will work in tandem with the ICPC to ensure findings directly reinforce ongoing anti-corruption prosecutions, asset recoveries, and institutional reforms.
