This decisive action, announced by the Chairperson of the Oyo State Rule of Law Enforcement Authority (OYRLEA), Honourable Justice Aderonke Aderemi (rtd.), underscores the government’s unwavering commitment to protecting agricultural produce and ensuring food security within the state.

Speaking to the press in Ibadan, Justice Aderemi emphasized that farm settlements are specifically designated for agricultural purposes, and the grazing of livestock, including cattle, sheep, goats, and even poultry, on these lands is deemed illegal. The OYRLEA, established in April 2024 and inaugurated in August of the same year under the administration of Governor Seyi Makinde, is tasked with enforcing laws related to environmental protection, road traffic management, and the prohibition of open rearing and grazing.
Justice Aderemi clarified that the existing anti-grazing laws are not new but are firmly embedded within the state’s legal framework. She stressed that the OYRLEA is fully empowered to ensure an orderly, safe, and clean environment throughout Oyo State, aligning with Governor Makinde’s vision for the state.”
I am therefore using this medium to inform all herders to vacate all farm settlements in Oyo State,” Justice Aderemi stated. “Farm settlements are principally for farming activities, and it is against the law to graze any form of livestock on these designated areas.”
The state government reiterated that the rule of law applies to all residents and individuals within Oyo State, irrespective of their tribal affiliations or backgrounds. Justice Aderemi affirmed that no one is above the law and that any individual found violating grazing or related regulations will face the full consequences.
OYRLEA has been positioned as the “new sheriff in town” and will vigorously enforce anti-open grazing laws, environmental and sanitation regulations, traffic laws, and all other pertinent state regulations. Mobile courts and tribunals have been established to prosecute offenders, with provisions for legal counsel to ensure fair hearings. Violators risk facing fines or imprisonment, as stipulated by the law.
Justice Aderemi also addressed the composition of the OYRLEA board, clarifying that the state government holds the sole authority for appointments, thereby dismissing any claims of entitlement from external individuals or groups. She reaffirmed OYRLEA’s dedication to diligent enforcement for the overall benefit of Oyo State and its populace.
This directive signals a firm stance by the Oyo State Government to safeguard the livelihoods of farmers and protect valuable crops from destruction, ultimately contributing to the state’s food security agenda. Residents are urged to uphold the rule of law to avoid potential sanctions.
