Kano Hisbah Prohibits Mobile Movie Download Business

The Kano State Hisbah Board has officially outlawed the downloading and distribution of movies via mobile devices across all 44 local government areas of the state. This directive, announced on Thursday by the board’s Deputy Commander General, Dr. Mujahid Aminuddeen, is positioned as a measure to safeguard public morality and uphold the state’s cultural and Islamic values.

The prohibition comes in response to rising community complaints regarding the circulation of pornographic and offensive video materials. The Hisbah Board, a state-sanctioned body responsible for enforcing Sharia-related regulations, claims that the consumption of such “indecent” content is a primary driver of moral decadence among the state’s youth.

Enforcement and Legal Consequences

The board has confirmed that personnel have been deployed to conduct routine patrols and enforcement operations throughout the state to ensure strict compliance. Dr. Aminuddeen issued a firm warning that any operator found violating this directive will face legal action in accordance with Kano State law.

Affected business owners have been encouraged to transition to alternative, lawful means of earning a living. While the Hisbah Board frequently conducts such operations—often targeting issues like dress codes, public decency, and commercial practices deemed contrary to Islamic tenets—this specific ban marks a direct intervention in the digital commerce sector.

Historical Context of Hisbah Operations

Established in the early 2000s to oversee the implementation of Sharia, the Hisbah Board operates as a religious police force. Historically, the board has navigated a complex relationship with the Nigeria Police Force and the broader legal system. While proponents view its work as a necessary mechanism for maintaining community standards and addressing social vices like drug abuse and indecency, critics have previously raised concerns regarding human rights, jurisdictional boundaries, and the impact on local trade and personal privacy.

As of today, the board maintains that its mandate to “enjoin what is right and forbid what is wrong” remains the guiding principle for these new enforcement efforts in the digital entertainment space.
