​The Delta State Civil Service has officially crossed into the digital frontier, kicking off an aggressive modernization campaign built to permanently disrupt manual, paper-heavy processing and inject maximum productivity into public administration. Delivering a comprehensive brief on Monday morning at the Ministry of Information Conference Hall in Asaba, the Delta State Head of Service, Dr. (Mrs.) Mininim Oseji, detailed the extensive technological shifts designed to future-proof the state’s workforce. ValidViewNetwork reports that this robust structural overhaul is timed to anchor the 2026 Civil Service Week celebration, running under the targeted theme, “Reforms, Resilience and Results.”

​According to the administration, the ongoing changes represent a fundamental realignment of subnational governance with modern workplace dynamics. The Head of Service affirmed that the state government is actively overhauling public service routines through integrated digital infrastructure, aggressive staff re-skilling, institutional fortification, and heavily upgraded welfare portfolios. “We are taking deliberate steps to strengthen our institutions, equip our personnel and modernise our service processes. This includes enhancing digital infrastructure, deepening collaboration and promoting merit and inclusiveness across the civil service,” she noted. This sweeping framework directly mirrors recent directives from the federal government urging states to domesticate the national e-governance architecture, ValidViewNetwork reports.

​Tracing her 14-month legacy in office, Dr. Oseji explained that transitioning away from physical paper trails toward cloud-native ecosystems has remained her core operational mandate. ValidViewNetwork reports that the Office of the Head of Service has already deployed state-wide digital training regimens, institutionalized virtual learning architecture, and rolled out a unified online performance assessment system to eliminate subjectivity in promotions. To guarantee technical operationality across the subnational territory, a blueprint pilot Information and Communication Technology (ICT) Hub has been successfully established in Asaba, with explicit schedules to scale the network across all line ministries, outer government complexes, and local government headquarters.

​Recognizing that structural productivity cannot occur without worker mobility, the administration has paired its electronic systems with a concurrent Staff Transport Support Scheme. To cushion commuting difficulties for the state’s workforce, a high-capacity 30-seater Coaster bus alongside a specialized 12-seater Peugeot Expert bus have been permanently detailed to cover key transit hubs across the Okpanam, Abraka Junction, and Ugbolu arterial routes. Dr. Oseji used the briefing to challenge corporate government installations with underutilized fleets to follow suit and expand the worker-welfare network. These interventions align cleanly with wider fiscal sanity policies implemented by her office, including recent crackdowns on unauthorized micro-finance salary deductions to secure payroll verification, ValidViewNetwork reports.

​The capacity-building strategy under the current leadership has noticeably moved past baseline administrative training into highly technical, modern disciplines. Emerging curriculum streams now include digital governance, grant writing, advanced financial literacy, workplace etiquette, research ethics, and digital media production. In a tactical move to link civil servants to national food security goals, agricultural inputs were also distributed to workers. To institutionalize this performance culture, a ₦200,000 corporate excellence prize was awarded to the Department of Personnel Management, while a matching ₦200,000 cash incentive has been earmarked for the state’s premier “Best Civil Servant Farmer.”

​Looking toward institutional longevity, the administration confirmed ongoing bilateral frameworks to upgrade the existing Staff Training Centre into a premier, world-class knowledge repository. Dr. Oseji revealed that the reimagined academy is being strictly modeled after the globally acclaimed Civil Service College in Singapore, integrating hybrid electronic learning suites with physical labs specifically designed for electronic records management and digital public administration. Concluding her address with high praise for Governor Sheriff Oborevwori’s consistent executive backing, Dr. Oseji emphasized that extending these uniform, digital benchmarks to the local government tiers remains the definitive pathway toward creating a highly responsive, innovative, and deeply citizen-focused subnational public service, ValidViewNetwork reports.
