The Federal Government has moved to investigate the deaths of 37 suspected illegal miners in Niger State, suspending 20 officers of the Nigeria Security and Civil Defence Corps and appointing a 10-member independent committee.

The deaths occurred on Thursday, September 17, after the suspects were arrested and held by the Niger State Command of the NSCDC.

Minister of Interior Olubunmi Tunji-Ojo announced the measures on Saturday, following President Bola Tinubu’s directive for a comprehensive, transparent and unhindered investigation into the incident.

The government said the investigation must establish the identities of the deceased, examine how they were arrested and detained, and determine the cause and circumstances of their deaths.

It will also examine whether there was responsibility, complicity, negligence or misconduct, and recommend appropriate action and compensation where applicable.

Who is on the panel?

The committee is chaired by Jonathan Kure, a retired Deputy Director-General of the Department of State Services.

Prof. Isa Hayatu Chiroma, SAN, former Director-General of the Nigerian Law School, will serve as secretary.

Other members include retired AIG Hosea Hassan Karma; Prof. Olayinka Buhari, professor of histo-pathology and former Chief Medical Director of the University of Ilorin Teaching Hospital; representatives of the Minna Emirate Council and Niger State Government; and Alhaji Liman Sulaiman, National Secretary of the Miners Association of Nigeria.

The panel also includes human rights lawyer Deji Adeyanju, Blueprint newspaper journalist Zainab Suleiman Okino, and public affairs analyst Dr George Agbakahi.

The committee has been given two weeks to complete its work and submit its report to the Minister of Interior.

It may visit relevant locations, access documents and facilities, request memoranda from members of the public and co-opt experts where necessary.

Adeyanju has already accepted the appointment, saying he joined the committee to ensure that the interests of the victims are represented and the truth established.

He also said he would reject any payment, stipend or honorarium for his participation, describing the assignment as a national duty.

20 NSCDC officers suspended

The government has also suspended the Niger State NSCDC Commandant and 20 other officers pending the outcome of the investigation.

The affected personnel include officers involved in the arrests and investigation of the suspects, intelligence and investigation officers, legal personnel, station guards and officers assigned to guard duty.

Among them are the Arresting Officer/OIC Investigation, CSC Oluwadare Sunday; Arresting Officer DCC Obafemi Elvis; HOD Intelligence/Investigation DCC Philip Ajayi; Officer-in-Charge Legal ACC Barrister Stephen Tsado and several officers responsible for guarding the detainees.

Tunji-Ojo warned that nobody should interfere with the investigation.

He directed the NSCDC leadership and all relevant officers to preserve records and material evidence connected to the deaths.

The minister also warned that attempts to destroy or conceal evidence, intimidate witnesses or obstruct the investigation would be treated as serious offences.

The unanswered question

The cause of the deaths remains a central question.

The initial explanation from the Niger State NSCDC command reportedly pointed to a possible disease outbreak, but the national command later said the specific cause had not been established and required medical and laboratory confirmation.

That uncertainty makes the independent investigation particularly important.

The panel must now establish what happened between the moment the suspects were taken into custody and the point at which 37 of them died.

ValidViewNetwork reports that the case has moved beyond a routine security operation. The government has now placed the deaths under an independent investigation with a defined deadline and suspended personnel whose actions or responsibilities may form part of the inquiry.

The eventual report will have to answer not only what killed the detainees, but also whether failures in arrest, detention, supervision or medical care contributed to the deaths.

For the families, that distinction matters. They are not simply waiting to know that their relatives died. They are waiting to know how 37 people entered custody alive and ended up dead.
