​CARDIFF — A 44-year-old British man who spent twenty years behind bars for stealing a friend’s Nokia mobile phone to fund a drug addiction is finally preparing to taste freedom next month.

​Leroy Douglas was originally jailed in Cardiff in December 2005 after pleading guilty to robbery. Because the non-violent theft—committed using the threat of force behind a railway station—occurred during a critical window in UK legal history, he was handed an Imprisonment for Public Protection (IPP) sentence with a minimum tariff of just two and a half years.

​What was meant to be a brief 30-month sentence turned into a two-decade ordeal.

​The controversial IPP framework, introduced to indefinitely detain individuals deemed to pose a continuing risk to the public, lacked an automatic release date. Instead, prisoners were required to convince the Parole Board that they no longer posed a threat—a hurdle complicated by systemic backlogs, limited rehabilitative resources, and mounting psychological distress. Although Parliament abolished IPP sentences in 2012, the reform was not applied retrospectively, leaving hundreds trapped in legal limbo.

​During his 20 years inside, Douglas was moved across numerous facilities, missed critical milestones—including watching his youngest daughter grow up and grieving the tragic loss of another daughter in 2021—and served a brief five-week sentence for money laundering in 2020. However, he also achieved long-term sobriety, completing over 30 intensive rehabilitation courses covering drug awareness, anger management, and victim empathy.

​Psychological assessments ultimately concluded he could be safely managed in the community. Following years of relentless campaigning by his legal team and family, the Parole Board recently approved his release.

​Douglas is scheduled to leave His Majesty’s Prison Erlestoke in October, initially stepping into a supervised bail hostel before eventually returning to his home city of Cardiff. While his family has expressed joy at his impending homecoming, concerns have been raised over placing him in a facility hours away from his support network.

​His case concludes against a backdrop of mounting domestic and international pressure to dismantle the remaining legacy of the IPP system. The United Nations recently issued a landmark legal opinion declaring the continued detention of legacy IPP prisoners arbitrary and unlawful under international human rights law. With high-profile political figures and human rights advocates demanding definitive action for the remaining inmates, Douglas’s release highlights the profound human cost of a penal experiment consigned to history.

​Reflecting on his impending release, Douglas noted that his detention had long outlived any sense of proportional justice.

​“I’ve been waiting for this day for the past 20 years,” Douglas said. “I’ve never stopped fighting for my release.”
