Governor Charles Chukwuma Soludo of Anambra State has officially approved the 100% implementation of the 2024 Consolidated Health Salary Structure (CONHESS) for joint health workers in the state. This strategic decision, formalized through an official circular issued on October 2, 2025, by the Office of the Head of Service, signals a significant upgrade in the remuneration and welfare of healthcare professionals across the state.
The CONHESS 2024 salary structure spans a broad range of health professionals, explicitly covering Nurses and Nurses Anesthetist/Psychiatric, Community Health Technicians, Dental Therapists, Medical Laboratory Scientists, Medical Laboratory Technicians, Pharmacy Technicians, Radiographers, and Physiotherapists. The approved salary scales range from CONHESS level 07 to 15 with monthly salaries starting from ₦80,000 up to ₦350,000. This approval ensures immediate salary enhancements for health workers within these categories.

Dame Theodora Okwy Igwebe, Head of Service, underscored the importance of full compliance with this directive in her signed circular, addressing all key stakeholders including the Deputy Governor, Speaker of State Assembly, Chief Judge, and Heads of Ministries, Departments, Agencies, Local Government Commissions, and other government entities. The Accountant-General of Anambra State and the Local Government Accountant-General are tasked with the strict oversight and implementation of the payment structure.
Addressing the health workforce, the circular emphasizes that all heads of medical institutions, tertiary education institutions, and government partners should facilitate the smooth execution of the salary upgrade. This comprehensive approach reflects the state government’s commitment to “leave no one behind,” promoting equity and fairness across all eligible health personnel.
Governor Soludo’s approval responds to years of anticipation and advocacy by health workers seeking equitable salaries aligned with national standards. The implementation of CONHESS 2024 is expected to motivate health workers, improve service delivery, and reduce industrial tensions within the health sector, critical to maintaining an effective public health system.
By officially adopting this salary structure, Anambra State reinforces its position as a leader in progressive governance, particularly in prioritizing public sector employee welfare. The enhanced salaries will directly improve the living standards of healthcare professionals, encouraging retention and attracting qualified personnel to the state health services.
The directive came at a crucial moment when the healthcare system requires sustained support and motivated personnel. Governor Soludo’s swift action to ensure 100% implementation signals a renewed commitment to healthcare excellence and social justice for those working tirelessly to safeguard the health of Anambra’s populace.
The government calls on all ministries, agencies, and service commissions to ensure immediate compliance to the circular to avoid delays in implementation and to honor the dignity of all joint health workers under the CONHESS framework.
