FIVE EUROPEAN STATES MOVE AHEAD
Germany, Greece, Austria, Denmark and the Netherlands are moving ahead with plans to establish migrant return hubs outside the European Union.
The facilities are intended to accommodate people whose asylum claims have been rejected or who are otherwise required to leave the EU.
Reports indicate that the first transfers could take place in 2027, with Greece saying a first facility could become operational during the second half of that year.
The African country expected to host the arrangement has not been officially identified.
Rwanda and Uganda have been mentioned in diplomatic and media discussions, but those reports have not amounted to an official confirmation of either country as the selected partner.
NOT NECESSARILY ‘DETENTION CENTRES’
The facilities have frequently been described as deportation or detention centres in social-media reports.
However, the European reporting available so far describes them more specifically as return hubs or open facilities rather than sealed detention centres.
The European countries involved would retain responsibility for the arrangements and finance the facilities, while international organisations including the UNHCR and IOM have been proposed for monitoring roles.
The plan is part of a wider European effort to increase the number of rejected asylum seekers and other migrants returned from the EU.
HUMAN RIGHTS QUESTIONS
The proposal has already raised legal and human-rights questions concerning the conditions in which migrants would be transferred, their access to legal protection and the responsibilities of European states after relocation.
The exact legal framework will therefore be important, particularly because the host country, the status of people transferred there and the monitoring arrangements will determine how the system operates.
ValidViewNetwork reports that the five countries have moved forward with the concept, but key details, including the identity of the African partner country, remain undisclosed.
