
The Oyo State Government has reiterated its commitment to strictly enforcing the QR code-embedded jacket policy for commercial motorcycle (Okada) riders to curb the surge in crimes linked to unregistered operators. The policy, introduced in November 2023, mandates all Okada and tricycle riders to register under the State Residents’ Registration Scheme and wear official jackets with QR codes for easy identification.
Major Adekoya Adesagba, Chairman of the Oyo State Traffic Management Authority (OYRTMA), announced intensified enforcement measures including daily raids, impoundment of non-compliant motorcycles, fines, and possible prosecutions. The government is collaborating with security agencies to ensure full compliance statewide.

Recent criminal incidents involving unmarked motorcycles include armed robbery at Bodija Market, a passenger robbery in the Challenge area, and a foiled kidnapping attempt on the UI-Agbowo axis, all linked to riders without QR-coded jackets.
The QR code system enables real-time rider verification, emergency tracking, and boosts passenger confidence. Residents are urged to patronize only riders wearing official QR code jackets and to promote the campaign using the hashtag #NoBarcodeNoRide. Defaulters will be barred from operating on Oyo State roads for public safety.
This policy complements the state’s broader registration efforts, which have already captured over 5,000 riders into the database, aiming to regulate operations and enhance security across Oyo State.
