The Ogun State House of Assembly has passed a bill seeking to reduce maternal morbidity and mortality by establishing conditions for the safe termination of pregnancy under legally recognised indications.

The legislation, titled H.B. No. 036/OG/2026, Ogun State Safe Termination of Pregnancy Law, 2026, was passed during Thursday’s plenary in Abeokuta. It now moves to the next stage of the legislative process.

The Assembly directed its Clerk and Head of Legislative Service, Sakiru Adabakin, to transmit a clean copy of the bill to Governor Dapo Abiodun for assent.

That means Ogun has passed the bill.

It does not yet mean Ogun has a new law in force.

What the bill seeks to do

The stated objectives include reducing maternal morbidity and mortality, promoting safe motherhood and reproductive health rights, and establishing conditions for pregnancy termination in accordance with legal indications.

The bill was sponsored by the Chairman of the House Committee on Health, Wahab Haruna.

During the earlier legislative process, the Speaker, Oludaisi Elemide, said the bill would be subjected to scrutiny to ensure that its provisions did not conflict with the Nigerian Constitution and other existing laws.

Why the wording matters

The debate around pregnancy termination in Nigeria is often reduced to a single word.

But the proposed Ogun legislation is framed around conditions, legal indications, medical practice and maternal health.

That distinction matters. The bill does not simply announce unrestricted abortion. It seeks to establish a legal framework for specified circumstances.

The exact effect of the proposed law will therefore depend on its final text, its interpretation and, ultimately, whether it receives assent.

A maternal-health question

The Assembly’s stated reason is the reduction of preventable maternal deaths. That puts the discussion beyond ideology alone. It raises practical questions about what happens when women seek unsafe procedures, what medical practitioners are permitted to do in emergencies and how the law protects patients and health workers.

The bill’s passage now places those questions before the governor.

What happens next?

The next major step is Governor Abiodun’s decision on assent.

Until that happens, the bill remains legislation passed by the Assembly rather than an operative state law. That distinction will matter greatly as the public debate begins.

For Ogun, therefore, Thursday’s vote may be the beginning of a much larger conversation about reproductive health, maternal safety, medical responsibility, religious convictions and the limits of state law. ValidViewNetwork reports.
