The Lagos State Government has sent a stern warning to environmental offenders following the conviction of 48-year-old Makinde Rasaq, who was sentenced to 13 months of community service for multiple sanitation violations.
The Special Offences Mobile Court in Oshodi delivered the verdict on Monday after Rasaq pleaded guilty to a seven-count charge. The charges included:
Indiscriminate dumping of waste.
Breach of public peace.
Non-patronage of PSP operators.
Illegal transportation of waste without a valid license.
Obstruction of officers on duty.
The Midnight Sting
Rasaq’s legal troubles began last Saturday night when he was caught red-handed at the Tinubu Fountain in Central Lagos. Security officials intercepted him while he was offloading a Honda SUV filled with refuse onto the public space.
Following his arrest, he was detained at the Adeniji-Adele Police Station before being handed over to the Kick Against Indiscipline (KAI) corps. Legal officials from the State Ministry of Justice spearheaded the prosecution, leading to his arraignment and subsequent sentencing.
Suspicions of Sabotage
Authorities have raised concerns that this was not an isolated incident of negligence. There are strong suspicions that Rasaq may be part of an organized syndicate. These groups reportedly dump refuse at iconic locations across the state to sabotage government efforts and create a false narrative that Lagos is poorly managed and dirty.

LAWMA’s Zero-Tolerance Stance
Reacting to the conviction, Dr. Muyiwa Gbedegesin, Managing Director of the Lagos Waste Management Authority (LAWMA), emphasized that the state has adopted a zero-tolerance policy toward environmental lawlessness.

”The generation of waste is an unavoidable part of human existence, but how we manage it defines our civilization,” Gbedegesin stated.
He urged residents to patronize LAWMA-accredited Private Sector Partnership (PSP) operators, noting that proper waste management is not just a civic duty but a legal requirement under the Environmental Laws of Lagos State.
The 13-month community service sentence, which will be served at Kirikiri, serves as a high-profile reminder that the state is prepared to use the full weight of the law to maintain urban sanity.
