Jewel Howard-Taylor Moved to House Arrest Amid Record US$317M Drug Trial

MONROVIA — Former Liberian Vice President Jewel Howard-Taylor has been transferred from the Monrovia Central Prison to house arrest on humanitarian and medical grounds, weeks after her high-profile detention over an unprecedented US$317 million narcotics seizure.

Howard-Taylor, who served as vice president from 2018 to 2024 under former President George Weah and was initially blocked from boarding a flight at Roberts International Airport in August, faces an eight-count indictment. The charges—brought under Liberia’s 2023 Controlled Drugs and Substances Act—include money laundering, illicit trafficking, and the unlicensed importation of controlled substances.

The legal team representing the former vice president successfully petitioned the court for her release, highlighting worsening medical vulnerabilities, including severe asthma. Under the terms of the judicial relief ruling, Howard-Taylor must surrender all travel documents to state authorities and is barred from leaving her residence without explicit court authorization. Additionally, her visitor access has been strictly restricted to a single daily visitor, limited exclusively to immediate family members or an attending physician.

The prosecution stems from a landmark July security raid in the VOA Community of Paynesville, where joint security forces uncovered nearly 4,000 kilograms of cocaine. The massive bust stands as one of the largest drug seizures in West African history, intensifying regional scrutiny over the country’s vulnerability as a transnational transit hub for cartels moving South American narcotics toward Europe.

Thus far, authorities have also indicted three foreign nationals—two Croatians and a Ukrainian—in absentia in connection with the trafficking ring.

The ongoing legal proceedings have triggered considerable political friction across Monrovia. While the administration of President Joseph Boakai has vowed to aggressively dismantle domestic drug networks, opposition blocs have raised concerns over selective prosecution, pointing out that political figures tied to previous and current administrations face intense public exposure as the crackdown widens.

Trial dates for the former vice president and her co-accused are expected to be finalized as pre-trial protocols continue under heavy security monitoring.
