JAMB Moves 2027 UTME Arrival Time, Explains CAPS Statuses as New Registrar Learns From Old Mistakes

For many Nigerian parents, sending a child to a JAMB centre before dawn is not simply an examination arrangement. It is a security calculation.

What time will the child leave home? How far is the centre? Will transport be available? Will the road be safe? Will the candidate arrive before the gate closes?

JAMB appears to be asking some of those questions before the next UTME begins.

The Board has adjusted the arrival time for candidates in the first session of the 2027 Unified Tertiary Matriculation Examination from 6:30am to 7:30am.

The examination will begin at 8:30am and end at 10:30am.

JAMB said the change followed concerns about the safety and logistics of candidates who travel long distances and may otherwise have to leave home before dawn.

The decision came from deliberations at its 2026 Management and IT Retreat in Ikot Ekpene, Akwa Ibom State.

On the surface, it looks like a one-hour adjustment. It is actually a lesson in how examination policy should work.

The old problem was not only the examination

For years, UTME problems have extended beyond the questions on the computer screen.

Candidates have faced technical failures.Power problems. Biometric difficulties. Centre failures. Network issues. Late starts.

And, sometimes, the frustration of travelling to a centre only to discover that something has gone wrong.

In 2024, JAMB acknowledged technical difficulties at some centres and promised to reschedule affected candidates.

Registrar at the time, Professor Is-haq Oloyede, said the Board understood that some centres would experience problems and that affected candidates would be rescheduled.

Then came 2025.That year was far more painful.

JAMB admitted that technical errors affected candidates’ UTME results.

Oloyede publicly apologised and acknowledged the scale of the problem.

The Board eventually said 379,997 candidates were affected by the technical issue, while a resit was organised for candidates in the affected centres.

That episode damaged confidence. But it also produced something valuable if the institution chooses to learn from it.

A serious post-mortem.

JAMB said it accelerated its annual system review after the 2025 controversy, examining registration, examination and result-release processes and bringing in technical experts, external examiners and other stakeholders.

The new registrar has inherited the scars

Professor Segun Aina is now the man carrying that responsibility. He succeeded Oloyede after the latter’s decade-long tenure ended in July 2026.

Aina is a computer engineering professor with expertise in digital transformation, artificial intelligence, examination technology and public-sector innovation.

He has also worked with JAMB before, having served there during his National Youth Service.

That background makes the current direction interesting.

He has already promised to strengthen digital infrastructure, simplify procedures, improve communication and protect the integrity of the examination system.

The 2027 schedule adjustment therefore looks like more than a calendar change. It looks like the new administration is paying attention to the candidate’s experience.

And that is where the CAPS issue enters.

JAMB is also trying to reduce admission anxiety

Candidates have another annual headache after UTME.

CAPS.

A student checks the portal.

“Not Admitted.” Panic.

Another checks and sees “Admission in Progress.” More confusion.

Another sees “Recommended.” Is that admission?

Then comes an offer. Should it be accepted?Should it be rejected?

JAMB’s current explanations are trying to make these stages easier to understand.

The four key statuses commonly highlighted in the current explanation are Admission Offered, Admission in Progress, Recommended and Not Admitted.

Admission Offered means the candidate has an official offer and must decide whether to accept or reject it.

Admission in Progress means the institution has submitted the candidate and the process is still undergoing JAMB review.

Recommended means the institution has selected the candidate, but JAMB is still carrying out its verification.

Not Admitted means there is no current admission offer showing on the candidate’s profile.

That last one is particularly important. “Not Admitted” does not necessarily mean “you will never be admitted.”

It can simply mean that no offer has reached the candidate’s CAPS account at that point in the admission cycle.

CAPS itself was created to solve an old problem

JAMB’s Central Admissions Processing System was designed to automate admissions and reduce the disorder associated with manual processes.

The system gives institutions a structured admissions process and allows candidates to see and respond to offers.

JAMB says CAPS also helps prevent multiple admissions and gives candidates information about available choices.

Yet technology does not automatically remove anxiety.

If the information displayed on the screen is unclear, the technology has simply moved the confusion from a physical queue to a digital one.

That is why explaining the statuses matters.

Is Aina learning from the past?

It would be too early to declare victory. But the signs are encouraging.

A new registrar has inherited an institution with a strong digital foundation, but also a history of problems that have taught painful lessons.

The decision to move the 2027 first-session arrival time from 6:30am to 7:30am shows attention to realities outside the CBT room.

The emphasis on better communication and digital systems points in the same direction.

The Board has also continued to strengthen its systems after previous technical failures.

So far, the impression is that Aina is not trying to throw away what worked under Oloyede.

He appears to be trying to improve what still causes candidates unnecessary stress.

That is the sensible approach. Reform does not always mean destroying the old system.

Sometimes it means remembering exactly where the old system hurt people.

The real test comes when millions log in

The 2027 UTME will provide the bigger test. Will candidates arrive safely? Will centres start on time? Will biometrics work? Will power hold? Will servers cope? Will candidates understand what is expected of them? Will problems be resolved before they become national crises?

And after the examination, will results be released without another wave of confusion?

Those are the questions that will determine whether the lessons of 2025 truly survived into the new administration.

ValidViewNetwork reports that JAMB’s latest moves suggest an institution becoming more conscious of the practical realities candidates face outside the examination hall.

Moving an arrival time by one hour may look small.Explaining a confusing admission system may look even smaller.

But for a student travelling before dawn or staring at “Not Admitted” with a university dream hanging in the balance, those details are not small.

They are the difference between an examination body that simply conducts tests and one that understands the people taking them.
