EX-DSS DIRECTOR AMACHREE: POLITICS IS UNDERMINING NIGERIA’S SECURITY ARCHITECTURE

Nigeria’s security crisis, according to retired Department of State Services Assistant Director Dennis Amachree, is not only a problem of weapons, personnel or intelligence.It is also, in his view, a problem of political influence, institutional weakness and how security resources are controlled.

AMACHREE’S BROADER WARNING

Amachree, who spent decades in Nigeria’s intelligence service, has repeatedly argued that political considerations can weaken security decisions.

In his memoir, DSS @40: My Journey Behind the Shield, he used the controversy surrounding former Communications Minister Isa Pantami’s appointment to question how intelligence assessments are treated when politically sensitive appointments are involved.

He argued that security advice can be sidelined when political considerations enter the equation.

THE PANTAMI CONTROVERSY

Amachree revisited the controversy that followed the resurfacing of old statements attributed to Pantami and the subsequent debate over his appointment.

He said there were two possible explanations for why adverse information might not have affected the appointment: either an intelligence report was altered before reaching lawmakers or adverse information was submitted but disregarded.

These are Amachree’s interpretations, not independently established findings. That distinction is essential.

Discussing state police, he argued that governors already receive billions of naira in security votes and should use those resources to support policing.

He went further, describing the money as something governors have been using as “pocket money” and arguing that the Federal Government should consider directing such funds towards state police structures instead.

Amachree supports the idea that properly structured state police could strengthen local security. But he also recognises the danger.Governors wield considerable political influence at state level.

Giving state authorities greater control over policing could improve response to local crimes, but it could also create opportunities for intimidation of political opponents if institutional safeguards are weak.

The solution, therefore, cannot simply be to create another police structure.There must be clear rules on appointments, operational independence, funding, discipline, oversight and human rights.

POLITICS AND INTELLIGENCE

The deeper concern running through Amachree’s arguments is institutional. Security agencies gather intelligence. Political leaders make decisions. The danger arises when intelligence is distorted, ignored or subordinated to short-term political interests.

The objective should not be to remove politics from governance, which is impossible. It should be to prevent political calculations from overriding evidence when lives and national security are at stake.
