Ex-CIA Official Pleads Guilty in $194M Scheme Involving Gold Bars and Luxury Assets

​WASHINGTON — A former high-ranking Central Intelligence Agency executive pleaded guilty in federal court to orchestrating a sprawling wire fraud scheme that siphoned roughly $194 million from the U.S. government.

​David Rush, 49, entered the guilty plea before a federal judge in Alexandria, Virginia, admitting to exploiting his top-secret clearance and high-level authority within the CIA’s Directorate of Science and Technology. Prosecutors revealed that Rush fabricated entirely fictitious classified programs to repeatedly requisition massive capital transfers—including tens of millions of dollars earmarked for foreign currencies and precious metals under the guise of work-related operational expenses.

​The scheme unraveled following an internal agency review that prompted a referral to the Federal Bureau of Investigation (FBI). During a subsequent raid on Rush’s residence in Ashburn, Virginia, federal agents recovered an astonishing cache: 298 gold bars valued at roughly $46 million, $2 million in physical cash, and 35 luxury timepieces. Investigators also uncovered extensive real estate holdings in South Florida funded by the illicit capital, alongside luxury assets including two BMW Alpina SUVs.

​Beyond the domestic financial fraud, court filings disclosed that Rush admitted to compromising national security by transmitting classified details regarding a clandestine human intelligence source to an unauthorized foreign government official. Intelligence officials warned that the disclosure severely endangered both the source and collaborating personnel.

​Under the terms of his plea agreement, Rush faces a maximum prison sentence of 20 years, with a formal sentencing hearing scheduled for January 28, 2027. He has agreed to sweeping asset forfeitures, surrendering the gold, cash, luxury vehicles, watches, and multiple properties, alongside millions of dollars seized directly from his bank accounts and full financial restitution to the government.

​Director of National Intelligence Jay Clayton has requested an independent inspector general inquiry into the institutional vulnerabilities that allowed the fraud to persist undetected, while CIA Director John Ratcliffe condemned the actions as a severe betrayal of public trust.
