Birniwa Chairman joins 2,600 Hisbah guards at training close

The Chairman of Birniwa Local Government Area in Jigawa State, Shehu Baba, fully participated in a week-long capacity-building programme for more than 2,600 Hisbah guards drawn from all 27 local government areas of the state, culminating in a passing-out parade on Friday at the Yakubu Gowon NYSC Permanent Orientation Camp in Fanisau, Dutse.
Organised by the Jigawa State Hisbah Board, the exercise sought to strengthen the operatives’ ability to promote peace, moral values and responsible conduct while tackling social vices across communities. Participants, comprising both men and women, received instruction in discipline, relevant laws, public enlightenment, crime prevention and professional, Sharia-compliant enforcement approaches.
Baba, who joined the ranks for the duration of the training, said his involvement demonstrated solidarity with the guards and a personal commitment to grassroots development. “I am happy to be part of this training. Hisbah Guards are custodians of moral values. They work to discourage bad behaviour and encourage good conduct in our communities,” he stated. He added that his presence was intended to motivate the personnel and inspire broader citizen participation in community service, while praising Governor Umar Namadi’s support for the board’s training and welfare programmes.
Declaring the training closed, Governor Namadi, represented by Deputy Governor Aminu Usman, applauded the Birniwa council chairman for taking part in the full programme. He noted that the administration had elevated Hisbah to full board status and equipped it to address social challenges more effectively. The governor stressed the government’s resolve to sustain peace, stability and moral uprightness statewide.
In a firm directive, Namadi cautioned the newly trained operatives against operating as an alternative law-enforcement body or taking the law into their own hands. He insisted they discharge duties strictly within the framework of national laws, demonstrating patience, honesty, fairness, compassion and professionalism. Operatives were urged to prioritise counselling, public awareness and peaceful dispute resolution where possible, and to refer matters outside their mandate to the appropriate authorities. Collaboration with the Nigeria Police Force, Nigeria Security and Civil Defence Corps and Department of State Services was also emphasised.
Commander-General of the Jigawa State Hisbah Board, Dr Fa’iz Bashir, explained that the training prepared participants to return to their local government areas for enlightenment and enforcement duties consistent with the board’s mandate. A well-trained force, he said, would help reduce crime and foster unity.
The programme builds on earlier state investments. In June 2026 the Jigawa State Executive Council approved approximately ₦97.71 million specifically for training the 2,600 personnel as part of broader efforts to professionalise the board. The board itself gained statutory footing in July 2025 when Governor Namadi signed the Hisbah Board Bill into law, formalising its role in promoting moral guidance, public decency and community well-being. Subsequent support has included the deployment of operational vehicles to all 27 local government commands.
Trainees expressed readiness for the tasks ahead. Dayyabu Sani from Gumel Local Government Area said the programme had equipped them to handle people respectfully, promote peace and discourage misconduct, adding that he would serve with honesty and fear of God. Haulatu Muhammad from Dutse Local Government Area noted that the training clarified Hisbah’s role as one of guidance, counselling and protection of public morals rather than intimidation, and pledged to combat social vices constructively.
The passing-out marks a significant step in the Namadi administration’s drive to reinforce community-based moral and security structures across Jigawa State.
