
A US federal court has sentenced 43-year-old Emmanuel Olugbaike Finnih, a Nigerian-born naturalised American citizen and former adjunct professor, to 78 months in federal prison for orchestrating an extensive student financial aid scam.
Presided over by US District Judge Andrew Hanen in Texas, the sentencing concludes a multi-year legal battle following an investigation spearheaded by the US Department of Education’s Office of Inspector General, alongside postal and federal marshals.
Anatomy of the Fraud Scheme
Finnih, formerly associated with Texas Southern University, engineered a sophisticated five-year scheme submitting over 100 fraudulent financial aid applications. Posing as “straw students” or using stolen identities, he manipulated personal details—even altering female identities into male versions while retaining original Social Security numbers and birth dates to simplify impersonation.
Court documents revealed that Finnih:
- Targeted institutions across Texas, including community colleges.
- Falsified transcripts, mailing addresses, and banking routes.
- Controlled email accounts and phone numbers designated for student-school communications.
- Racked up applications totaling more than $1.3 million in requested grants and loans, successfully netting $921,189.08 in actual disbursements.
Real Victims and Heavy Penalties
Beyond government financial loss, the operation left innocent victims facing severe personal fallout. Several individuals discovered tens of thousands of dollars in unauthorized student loan debt tied to their names, severely tanking their credit scores and hindering their ability to pursue legitimate higher education.
In March, Finnih entered a guilty plea covering theft of government funds, wire fraud, unlawful transfer of identity documents, and aggravated identity theft. In addition to his 78-month prison term, he was handed three years of supervised release.
US Attorney Aaron Reitz condemned the actions, emphasizing that such deceit exacerbates the already skyrocketing cost of higher education for honest Americans.
