​In a significant move toward tightening foreign assistance oversight, the United States House of Representatives has passed an amendment to the National Security, Department of State, and Related Programs Appropriations Act (H.R. 8595), which moves to restrict federal funding to Nigeria until specific security benchmarks are met.

​The amendment, spearheaded by Representative Gregory Steube (R-Fla.), escalates previous legislative proposals by increasing the withholding threshold for aid to Nigeria from 50 percent to 100 percent. Under this new provision, the complete freeze will remain in effect until the U.S. Secretary of State can formally certify that the Nigerian government has implemented “effective steps” to protect its citizens from violence, hold perpetrators accountable, and specifically address the persecution of religious minorities.

​A Shift in Legislative Stance

​The move signals a hardening stance in Washington regarding the allocation of taxpayer funds to foreign governments perceived as failing to address internal instability. During the floor proceedings, Representative Steube argued that if partial withholding is warranted by a government’s failure to protect its people, then a total freeze is the only logical extension.

​“Never should we allow our hard-earned tax dollars to be funneled to regimes that fail to uphold religious freedom, fail to adequately confront terrorism, and fail to protect the innocent from persecution,” Steube stated during his address. He highlighted recurring concerns regarding the safety of Christians and other minority groups, noting reports of abductions, targeted violence, and the destruction of communal infrastructure.

​The inclusion of this measure within H.R. 8595 reflects broader shifts in U.S. foreign policy as the House continues to prioritize what proponents describe as an “America First” diplomatic agenda. The broader appropriations bill, which passed with a vote of 217–209, seeks to align international aid more strictly with U.S. national security interests and values.

​This legislative development coincides with intense debates in Nigeria regarding the 2026 fiscal budget, as the country grapples with its own economic and security priorities. While the U.S. House has signaled its intent to use aid as leverage for accountability, the measure now moves through the established legislative process.

​Implications for Future Funding

​The passage of this amendment places renewed pressure on the Nigerian administration to demonstrate tangible progress in its security sector. By conditioning 100 percent of aid on concrete results, the U.S. Congress has effectively set a high barrier for the resumption of financial support. As the U.S. government continues to scrutinize its international commitments, the ability of partner nations to ensure the protection of human rights and the safety of religious communities is expected to remain a central component of the ongoing debate over foreign assistance.
