Nigeria’s effort to strengthen relations with Washington is attracting renewed attention over the amount committed to lobbying and advocacy in the United States.

The figures in official disclosures raise questions about the cost, purpose and measurable benefits of the engagement.

THE REPORT

ValidViewNetwork reports that US government disclosures identify DCI Group as a lobbying firm engaged to represent Nigeria through Aster Legal, a Nigerian law firm, under an arrangement valued at approximately $9 million.

The disclosed figures indicate a payment of $4.5 million for a six-month retainer, equivalent to $750,000 monthly. A further $4.5 million was scheduled under the arrangement, bringing the stated contract value to $9 million.

The disclosures place the engagement within the Tinubu administration’s efforts to communicate Nigeria’s security position and rebuild relations with US officials and policymakers.

The arrangement has attracted attention because of its substantial cost at a time when Nigeria faces serious security and economic challenges.

WHY NIGERIA HIRED THE LOBBYING FIRM

The engagement was intended to help Nigerian officials communicate the government’s position on insecurity, including attacks on Christian communities, counterterrorism efforts and Nigeria’s relationship with the United States.

Lobbying firms commonly arrange meetings, communicate policy positions and help foreign governments navigate political and institutional processes in Washington.

Such services are not automatically improper. The central questions concern what the government contracted the firm to deliver, how the services are evaluated and whether the public receives sufficient information about the results.

WHAT THE FIGURES DO, AND DO NOT, PROVE

The reported monthly figure is derived from the disclosed contract value. It should not be interpreted as proof that the entire amount represents personal payments to government officials or that the arrangement itself establishes wrongdoing.

The Foreign Agents Registration Act requires certain individuals and organisations representing foreign principals in the United States to disclose relevant relationships and activities.

Those disclosures provide information about the engagement, but they do not independently demonstrate that the lobbying campaign achieved its objectives.

The government should therefore explain the contract’s deliverables, payment schedule, duration and performance assessment.

ACCOUNTABILITY QUESTIONS

Nigeria’s security challenges require effective diplomacy, particularly when international cooperation can support intelligence sharing, counterterrorism and regional stability.

However, the government must demonstrate that expensive foreign engagements offer value for money. Citizens are entitled to understand what public resources purchase and how officials measure success.

ValidViewNetwork reports that the disclosed arrangement places the cost of Nigeria’s Washington lobbying effort under renewed scrutiny, making transparency over deliverables and outcomes essential.

Ultimately, international advocacy should complement domestic security reforms, not substitute for them. Public spending is more defensible when its purpose, results and accountability mechanisms are clear.
