The United Kingdom was built by bringing nations together.

Now, three of those nations are asking whether their future lies outside it.

Leaders of Scotland, Wales and Northern Ireland are preparing to make a joint declaration asserting their right to determine their own constitutional futures, in a move that could intensify pressure on the United Kingdom’s centuries-old political union.

The leaders are expected to sign a memorandum of understanding in Cardiff calling on Westminster to prepare, plan and facilitate constitutional change in Scotland, Wales and Northern Ireland.

It is an extraordinary development because all three devolved administrations are now led by parties that support some form of greater national self-determination.

Scotland is led by John Swinney of the Scottish National Party, Wales by Plaid Cymru’s Rhun ap Iorwerth, while Northern Ireland’s First Minister Michelle O’Neill is a Sinn Féin leader.

But what exactly are they trying to leave?

First, What Is the United Kingdom?

The answer is more complicated than many people outside Britain realise.

The United Kingdom, formally the United Kingdom of Great Britain and Northern Ireland, is one sovereign country made up of four constituent nations: England, Scotland, Wales and Northern Ireland.

That means England is not the same thing as Britain.

England is one of the four nations.

Great Britain is the large island containing England, Scotland and Wales.

Add Northern Ireland to Great Britain and you have the United Kingdom.

So, simply put:

England + Scotland + Wales = Great Britain.

Great Britain + Northern Ireland = United Kingdom.

This distinction matters because much of the present political argument is about whether these nations should continue sharing one sovereign state.

How Did They Become One?

The Union was not created in one moment.

England and Scotland were separate kingdoms for centuries, although they had shared a monarch since 1603.

In 1707, the Acts of Union created the Kingdom of Great Britain.Ireland was later brought into the Union in 1801, creating the United Kingdom of Great Britain and Ireland.

Most of Ireland eventually left the United Kingdom in the early 20th century.

Northern Ireland remained within the Union, producing the modern United Kingdom of Great Britain and Northern Ireland.

In other words, today’s United Kingdom is itself the product of political unions, negotiations, conflict and constitutional change.

That history gives today’s development an almost ironic quality.

The state was built through union.

Some of its nations are now asking about separation.

Why Are They Asking Now?

The immediate political momentum is strongest in Scotland.Scotland held an independence referendum in 2014 and voted to remain in the UK.

But the independence question never disappeared.

Wales has also seen growing support for greater autonomy, with Plaid Cymru now leading the Welsh government after its historic electoral victory.

Northern Ireland is different.Its nationalist movement is primarily seeking Irish reunification, meaning Northern Ireland would leave the United Kingdom and become part of a united Ireland.

That possibility is governed by the 1998 Good Friday Agreement, which provides a constitutional route for a future border poll if the required conditions are met.

The three cases are therefore not identical.

But they share one central argument: the people of each nation should have a meaningful say over its constitutional future.

Is Britain Actually Breaking Up?

Not yet.

The planned declaration does not itself dissolve the United Kingdom.

Nor does it give Scotland, Wales or Northern Ireland an automatic legal right to walk away tomorrow.

Scotland’s 2014 referendum required an agreement between Edinburgh and Westminster.

The UK Supreme Court later ruled that the Scottish Parliament could not unilaterally hold another independence referendum without the necessary authority.

Northern Ireland has a different arrangement under the Good Friday Agreement.Wales has no existing independence referendum mechanism.

So the political demand is ahead of the legal reality.

And that may be the most important part of this story.

The argument is no longer confined to whether independence is popular. It is increasingly about who has the authority to decide when and how the question can be put to the people.

A Union Under Question

For decades, the United Kingdom survived because its different nations could accept being different while remaining under one sovereign roof.

That arrangement is now under pressure. The leaders meeting in Cardiff are not simply discussing flags, borders or national anthems.

They are questioning whether Westminster should continue to hold the final constitutional authority over nations that increasingly want a greater say in their own destiny.

The question, therefore, is not whether Britain has already broken up. It has not.

The bigger question is whether a political union can remain intact when some of its members increasingly believe they have the right to choose a different future.

For a country whose modern identity was built around the word United, that is no small question.

And it is why the meeting of Scotland, Wales and Northern Ireland matters far beyond Cardiff.

The United Kingdom may not be breaking apart today.

But three of its nations are now openly asking what life might look like if they did.
