Singapore has taken an unusual step in responding to its demographic challenge: helping some citizens find romantic partners.

The city-state’s Government Technology Agency, GovTech, has launched FirstDate, a dating pilot targeted at public officers.

ValidViewNetwork reports that the programme is aimed at public officers aged 21 to 35 and is part of wider efforts to address delayed marriage and Singapore’s low fertility rate.

HOW FIRSTDATE WORKS

FirstDate uses Singpass verification to establish users’ identities. Participants complete a detailed questionnaire before being matched.

The system uses the Gale-Shapley Stable Marriage algorithm to generate matches. Unlike conventional dating applications where users may swipe through large numbers of profiles, FirstDate provides one match per cycle.

The service also provides suggested activities and opportunities for users to meet.

WHY THE GOVERNMENT IS INVOLVED

Singapore’s fertility rate fell to a record low of 0.87 children per woman in 2025, according to the Financial Times.

The country’s government has for decades pursued policies aimed at encouraging marriage and childbearing. The latest initiative focuses on an earlier stage of the process, encouraging people to form relationships and potentially marry.

ValidViewNetwork reports that the programme is not presented as a guarantee that participants will marry or have children, but as a government-backed attempt to facilitate meaningful relationships.

THE TECHNOLOGY

The use of the Gale-Shapley algorithm is significant because the algorithm was developed to solve stable matching problems.

FirstDate’s approach is intended to prioritise compatibility rather than simply maximising the number of potential matches.

The platform also uses Singapore’s digital identity system to provide verification and reduce the risk of fraudulent profiles.

THE BIGGER DEMOGRAPHIC CHALLENGE

Singapore is ageing rapidly.

The Financial Times reported that the country expects one in four citizens to be aged 65 or older by 2030. That creates long-term concerns about the workforce, healthcare, social support and the size of the working-age population.

ValidViewNetwork reports that the FirstDate experiment should therefore be understood within Singapore’s much broader demographic policy rather than as simply another dating application.

A government can create incentives and platforms that make relationships easier to initiate, but it cannot compel people to fall in love, marry or have children.

Singapore’s experiment illustrates the extent to which demographic trends can influence public policy.

Whether matchmaking technology can make a meaningful difference to fertility remains an open question, but the government has chosen to address the issue partly by helping citizens form relationships.
