Oyo Govt Orders 202 ‘Floating’ Teachers Back to LGUBEAs

The Oyo State Government has issued a directive to 202 teachers, previously seconded to the Post-Primary Schools Teaching Service Commission (TESCOM) but not integrated, to immediately return to their respective Local Government Universal Basic Education Authorities (LGUBEAs).

Dr. Nureni Aderemi Adeniran, Chairman of the Oyo State Universal Basic Education Board (OYOSUBEB), delivered the order during a meeting with Education Secretaries from the state’s 33 LGUBEAs on Friday. He warned that any teacher who fails to comply risks having their salary withheld, emphasizing that their continued absence from duty posts constitutes gross misconduct.

Background and Government’s Position

• In 2022, the Oyo State Government absorbed about 2,000 primary school teachers into TESCOM, following their secondment by the previous administration.
• However, 202 teachers were not integrated due to unmet transfer requirements or lack of vacancies at TESCOM.
• Despite regular salary payments, these teachers have not reported back to their LGUBEAs or OYOSUBEB, leaving their appointments unregularised.

Dr. Adeniran stated, “All teachers not integrated into TESCOM who are refusing to return to OYOSUBEB must report at their LGUBEAs with immediate effect.” He further directed the immediate compilation of the names and LGUBEAs of the affected teachers for monitoring and enforcement.

Salary and Accountability Concerns

The OYOSUBEB chairman expressed concern over the ongoing payment of salaries to teachers who are not fulfilling their classroom duties, noting that this discrepancy undermines the integrity of the Board’s payroll system.

He reminded stakeholders that Governor Seyi Makinde had, since 2022, instructed all non-absorbed teachers to return to OYOSUBEB, and any violation of this directive would be treated as a serious breach of conduct.

School Improvement Initiatives

In a related development, Dr. Adeniran announced the commencement of the School-Based Management Committee–School Improvement Programme (SBMC-SIP), a collaborative effort between OYOSUBEB and the Universal Basic Education Commission (UBEC). The initiative aims to:

• Promote community participation and ownership of schools.
• Disburse funds directly to SBMCs for infrastructure upgrades, learning materials, and equipment.
• Enhance access, quality, and equity in basic education across Oyo State.

Education Secretaries were urged to closely monitor the implementation of the SBMC-SIP projects within their jurisdictions to ensure transparency and effectiveness.
