Pyongyang, North Korea – In a significant and potentially escalatory development in the ongoing conflict in Ukraine, North Korea has officially confirmed that it has deployed troops to Russia. Furthermore, in a statement released through the state-run Korean Central News Agency (KCNA) today, the Central Military Commission of the ruling Workers’ Party stated that these forces were sent with the objective to “annihilate and wipe out the Ukrainian neo-Nazi occupiers and liberate the Kursk area” in cooperation with the Russian military.

This marks the first official acknowledgement from Pyongyang of its direct military involvement in the conflict, which began with Russia’s full-scale invasion of Ukraine in February 2022. While reports and intelligence assessments from Ukraine and South Korea have circulated for months regarding the presence of North Korean personnel in Russia, this confirmation from North Korea itself raises serious concerns about the deepening military ties between Pyongyang and Moscow.
The KCNA report quoted North Korean leader Kim Jong Un as asserting that the troop deployment is in line with the mutual defense treaty between North Korea and Russia. This treaty, the specifics of which remain somewhat opaque, appears to be the justification for this unprecedented move.
Russia’s Chief of Staff, Valery Gerasimov, reportedly lauded the “heroism” of the North Korean soldiers over the weekend, claiming they provided “significant assistance in defeating the group of Ukrainian armed forces” and contributing to Russia’s purported recapture of the Kursk region. Ukrainian officials, however, maintain that fighting in the Kursk area is ongoing.
The claims of “annihilating” Ukrainian forces are likely to be viewed with grave concern by Kyiv and its international partners. Such rhetoric further inflames tensions and underscores the potential for a more brutal phase of the conflict. Ukraine has previously stated that thousands of North Korean soldiers have been deployed, with some reports suggesting significant casualties among their ranks
.The United States State Department has condemned North Korea’s actions, stating that Pyongyang and other “third countries” are “perpetuating” Russia’s war against Ukraine and demanding an end to such involvement, as well as Moscow’s support for North Korea.
Analysts suggest that North Korea’s participation in the conflict could serve multiple purposes for both Pyongyang and Moscow.For North Korea, it offers an opportunity to gain valuable real-world combat experience for its military, test its weapons systems under battlefield conditions, and potentially access advanced Russian military technology. In return, Russia gains a source of manpower to bolster its forces, which have been stretched thin by the protracted conflict.
The deployment of North Korean troops also raises concerns about potential human rights abuses and the application of international laws of war. The involvement of a nation with a highly questionable human rights record in the conflict adds another layer of complexity to an already dire situation.
