
As Mallam Lanre Issa-Onilu marks his second year as Director-General of the National Orientation Agency (NOA), the agency’s staff and stakeholders celebrated a period of remarkable transformation and renewed national relevance. At a commemorative event held at the NOA headquarters in Abuja, the DG reaffirmed his steadfast commitment to the welfare and professional development of the agency’s workforce.
Issa-Onilu praised the dedication of staff across NOA’s 818 offices nationwide, recognizing their resilience in advancing the agency’s vital mandate of civic education, national unity, and government-citizen engagement. “While we have achieved much, a critical journey remains ahead that calls for unwavering commitment and collaboration,” he emphasized.

Under his leadership, NOA has become a beacon of innovation and impact. The agency’s field presence has been revitalized through reenergized Community Orientation and Mobilization Officers (COMOs) reaching the grassroots—from villages to markets, schools, and urban centers. This revitalization reflects Issa-Onilu’s mantra: “Take the message to where Nigerians live and work.”
A highlight of the event was the news that the Zambian Ambassador to Nigeria expressed interest in adopting a replica of NOA’s National Values Charter, a testament to the agency’s growing influence beyond Nigeria’s borders. The Charter, formally approved by President Bola Ahmed Tinubu in 2024, sets out a social contract balancing government responsibilities and citizens’ duties, fostering accountability and national cohesion.

Celebrating modernity, staff member Barrister Rhoda Sadus noted NOA’s strides in technological advancement, including a prestigious award bestowed in South Africa where the agency was recognized as the Best Public Institution in Artificial Intelligence (AI) Delivery.
Goodwill messages from directors across departments—including Special Duties and State Operations, Reform Coordination, Community Safety, and Environment—underscored the transformative progress under Issa-Onilu’s visionary stewardship. The agency’s internal reforms have boosted morale, enhanced professional skills, and fostered a proactive, responsive workforce.
