
LOS ANGELES — In what legal scholars are calling a watershed moment for Big Tech accountability, Meta has agreed to a historic settlement of up to $17.1 billion with a broad coalition of U.S. states, abruptly cutting short a high-stakes federal jury trial over child safety and platform addiction.
The sweeping agreement, filed in an Oakland federal court, resolves claims brought by 29 states alongside a wider multi-state coalition. The lawsuit accused the tech giant of intentionally engineering Facebook and Instagram with psychological hooks—such as engagement algorithms and continuous scroll features—to captivate young users while allegedly fueling a nationwide teen mental health crisis.
Under the terms of the consent judgment, which still awaits final court approval, Meta will pay out funds across a ten-year timeline. Crucially, a portion of the financial package is contingent on whether industry competitors adopt matching safety protocols.
Beyond monetary penalties, the tech titan has committed to overhauling its user interface for minors. Planned adjustments include mandatory “nighttime blocks” preventing app use between midnight and 6:00 AM, a default cumulative daily usage cap of two hours, the removal of push notifications during school hours, and stricter age-verification controls. The company will also restrict features linked to negative psychological outcomes, such as visible “like” counts and certain beauty filters, while widening parental monitoring tools.
While state attorneys general hailed the agreement as a monumental victory for public health and digital safety, Meta admitted no liability or wrongdoing as part of the resolution. Company leadership framed the strict structural modifications as a potential blueprint for the wider social media landscape, publicly challenging competitors like TikTok and YouTube to implement parallel safety frameworks.
Despite averting what could have been a ruinous verdict, Meta continues to navigate thousands of independent personal injury claims and separate municipal lawsuits concerning youth safety across the country.
