Ogun’s 2027 governorship contest has acquired a new battleground: not just who can mobilise the biggest crowd, but who can defend a governing plan under public scrutiny.

Two candidates, two manifestos and one increasingly obvious question: will Ogun voters get to hear them defend their plans against each other?

What is ITURA DE ?

ITURA DE is Adebutu’s seven-point policy agenda for Ogun State ahead of the 2027 governorship election.

The Yoruba expression, which the PDP candidate presents as a programme of relief or liberation, was unveiled during the formal flag-off of his campaign in Abeokuta.

Adebutu described it as a roadmap for addressing insecurity, unemployment, poverty, weak public services and what he considers shortcomings in governance.

But beyond the campaign language, the substance of ITURA DE is contained in its seven focal areas.

1. Security, Law and Order: The first pillar places security at the foundation of Adebutu’s proposed administration.

His campaign says the programme would focus on protecting farms, highways, neighbourhoods and communities from criminal activity while strengthening community-level security arrangements.

Adebutu has also linked security to political freedom, arguing that residents should be able to support the political party of their choice without intimidation.

The proposition therefore treats security not only as a law-enforcement issue but as a condition for economic activity, agriculture and civic participation.

2. Local Government Autonomy, Public Service Reforms and Workers’ Welfare: The second pillar centres on local government administration and the welfare of public-sector workers.

Adebutu has promised what he describes as genuine financial and administrative autonomy for Ogun’s 20 local government councils, arguing that stronger councils would bring development and decision-making closer to communities.

The same pillar covers public service reforms and workers’ welfare. He has also pledged to address outstanding pensions and gratuities and review the state’s contributory pension arrangements.

This is one of the most politically consequential elements of ITURA DE because it goes beyond a general promise to improve governance.

It proposes a different relationship between the state government and the local councils.

3. Urban and Regional Development, Physical Planning and Transportation: The third pillar addresses the built environment and movement of people and goods across the state.It covers urban and regional development, physical planning and transportation, with Adebutu’s campaign presenting infrastructure and improved connectivity as part of its wider economic strategy.

The agenda also places attention on Ogun’s position as a major industrial and commercial corridor, particularly its relationship with neighbouring Lagos and the state’s border communities.

4. Rural and Border Communities Development: The fourth component shifts attention from major urban centres to rural communities and border areas.

The stated objective is to reduce the infrastructure and service gap between Ogun’s urban centres and less-developed communities.

Adebutu’s published programme proposes attention to rural roads, water, health facilities and community infrastructure, with the broader argument that development should extend beyond the state’s major cities.

5. Agricultural, Economic and Industrial Development: The fifth pillar deals directly with production, employment and the wider Ogun economy.

Agriculture occupies a central position within it, alongside economic and industrial development.

Adebutu’s campaign has connected this proposal to his own background as an agricultural entrepreneur and has proposed measures including support for farmers, access to finance, vocational development and policies intended to reduce the cost of doing business.

The agenda also places emphasis on industrial development and the use of partnerships with the private sector to support major economic and infrastructure projects.

6. Women, Youth and Sports Development: The sixth pillar focuses on groups that form a substantial part of Ogun’s population and political electorate.

It brings women, young people and sports into the same development framework, with the campaign linking youth development to skills, entrepreneurship, employment and economic opportunity.

The emphasis is therefore not simply on welfare programmes but on participation in the productive economy.

7. Education, Healthcare and Other Social Services: The seventh pillar covers some of the most direct responsibilities citizens associate with state government.

Education, healthcare and other social services are grouped under the final component of ITURA DE.

The stated objective is to improve access to essential services and make social development part of the wider economic programme rather than treating it as a separate welfare concern.

Beyond the seven pillars

Adebutu’s campaign material also describes five broader programmes intended to support the implementation of the agenda:

— strategic infrastructure development;

— entrepreneurial and workforce development;

— a strong and resilient economy;

— functional and liveable communities; and transparency,

— accountability and corruption-free governance.

That distinction is worth noting because it shows how the campaign is presenting ITURA DE.

The seven pillars describe the areas of government intervention, while the broader programmes provide the cross-cutting themes through which the campaign says those interventions would be delivered.

The challenge, as with any governorship manifesto, is moving from policy language to implementation.

That means answering questions about financing, institutional responsibility, timelines, measurable targets and the legal powers available to a state government.

The record Adebutu points to

Adebutu has sought to place ITURA DE within a longer personal and political history.

At a media parley in Abeokuta, he said his active involvement in politics dates back to 1992 when he was elected to the House of Representatives on the platform of the SDP and maintained that his humanitarian and community interventions predated his electoral ambitions.

His supporters therefore present ITURA DE not simply as a collection of promises made for 2027, but as an extension of activities they say Adebutu has pursued over the years.

That remains a political claim that voters can assess against the available record.

It is also important to separate a candidate’s previous private or community interventions from the responsibilities of running a state government.

A manifesto must ultimately answer a different set of questions: how much will the programmes cost, where will the money come from, which institutions will deliver them and what measurable results should citizens expect?

ITURA DE now has a competing manifesto

Adebutu’s programme is entering the 2027 contest alongside a competing policy blueprint from Senator Solomon Olamilekan Adeola, popularly known as Yayi, the APC candidate.

With both camps now presenting their manifestos, Ogun voters have two sets of policy proposals to examine as the political contest develops.

That makes the next stage of the campaign less about whether candidates have produced manifestos and more about how effectively they can defend the details.

It is against this backdrop that the Ogun State PDP Youth Leader, Ejalonibu Lukman Adeyinka, has invited Yayi to debate Adebutu before a televised audience.

The proposed debate would give Ogun citizens an opportunity to interact directly with the two men seeking to govern the state, hear them explain their programmes and question their plans for the future of Ogun.

It would also provide a public setting in which ITURA DE and Yayi’s competing blueprint could be discussed side by side.

Whether Yayi accepts the invitation remains a matter for his campaign.

For voters, however, the proposition is straightforward: the manifestos are now available, and the next question is whether the candidates are prepared to defend their proposals directly before the people whose mandate they seek. ValidViewNetwork reports.
