Turkey has formally banned social media use for children under 15, effective November 1, in one of the most sweeping digital regulations enacted by a major economy in recent years.

The regulation, issued by the Turkish Presidency on October 10, mandates that social network service providers must verify the age of users at the account creation stage. Applications from minors under 15 must be rejected.

For users aged 15 to 18, the regulation requires mandatory parental control tools, high-level privacy protections, and content filtering .

“NO ADDICTION, NO LIVE STREAMING”

The regulations go beyond age restrictions.Social media platforms are prohibited from offering “any services that may create addictive effects” and are barred from including live streaming functions for minors.

The measures represent a comprehensive approach to protecting children from the documented harms of social media use, including addiction, cyberbullying, exposure to harmful content, and mental health deterioration.

WHY IT MATTERS

Turkey’s decision places it at the forefront of a growing global movement to regulate children’s access to social media. Countries including Australia, France, and the United Kingdom have implemented or proposed similar restrictions.

The consensus among child development experts and policymakers is that unrestricted social media access poses significant risks to minors’ mental health and well-being.

Turkey’s regulation is notable for its enforcement mechanisms. By placing the burden of age verification on platforms themselves, with penalties presumably attached for non-compliance, the government is signalling that it will not rely on parental supervision alone to protect children.

THE BROADER CONTEXT

Turkey has been tightening its control over digital platforms in recent years. The government has previously restricted access to platforms including Twitter (now X), Facebook, and YouTube during periods of political tension.

Critics argue that such measures can be used to suppress dissent and control information.

Supporters counter that protecting children from online harm is a legitimate and urgent priority.

The regulation reflects a broader global reckoning with the power of social media companies and their impact on society. From misinformation to mental health, from data privacy to political manipulation, the harms associated with unregulated social media are increasingly difficult to ignore.

A MODEL FOR OTHERS?

Whether Turkey’s approach will be effective remains to be seen. Age verification technologies can be circumvented. VPNs can bypass restrictions.

And the social media habits of teenagers are notoriously difficult to change. But the regulation sends a clear message: the era of unfettered access for children is coming to an end.

For Nigeria, which has its own concerns about social media’s impact on young people, Turkey’s experiment will be watched with interest. ValidViewNetwork reports that the ban takes effect on November 1, 2026.
