Nigeria’s Diplomacy Must Deliver Jobs, Skills and Factories

Nigeria once knew what it stood for in the world. We poured money, influence and political capital into ending apartheid. We hosted freedom fighters, trained their children and confronted powerful interests that sustained racial domination. Size, population and history gave us a sense of mission. African freedom was inseparable from our own dignity.

That clarity has faded. The present administration’s 4D doctrine — Democracy, Development, Demography and Diaspora — offers admirable principles. Yet a doctrine cannot survive on alliteration. What concrete skills will our partnerships transfer to young Nigerians? Which technologies will we acquire and localise? Which markets will our embassies open for Nigerian goods? How does a youthful population become an engine of production rather than a statistic of unemployment?
A foreign policy matters only when ordinary citizens can see its link to their daily lives.

When Nigeria Knew Its Purpose
At independence, Abubakar Tafawa Balewa and Jaja Wachuku set clear foundations: African unity, peaceful coexistence, non-alignment and opposition to colonialism. Yakubu Gowon helped birth ECOWAS because our security and prosperity were bound to our neighbours. The Murtala Muhammed–Olusegun Obasanjo years gave Nigerian diplomacy its most assertive voice. “Africa has come of age” was not rhetoric; Nigeria backed liberation movements and became a frontline state against apartheid. FESTAC ’77 projected cultural power across the Black world.

Later doctrines added depth. Ibrahim Gambari’s concentric circles prioritised neighbours first. Bolaji Akinyemi’s Concert of Medium Powers and the Technical Aid Corps exported Nigerian expertise. Ike Nwachukwu pushed economic diplomacy; Ojo Maduekwe emphasised citizen diplomacy. These were imperfect and often inconsistently applied, but they were identifiable. Nigerians understood the interests they served.

From Liberation to Production
The great African struggle of the twentieth century was political freedom. Nigeria played an honourable part. The defining struggle of the twenty-first century is economic and technological liberation. Our foreign policy must now organise itself around what I call production diplomacy: a deliberate strategy to acquire skills, transfer technology, build industries, expand exports and create jobs.

Every Nigerian mission should carry a national development mandate. Ambassadors should not merely attend receptions and file reports. Each post needs measurable targets: number of Nigerians trained, technologies transferred, investments realised, markets opened, apprenticeships secured and enterprises launched.

Start with two questions: What does Nigeria need, and which country has mastered it?
China’s industrial clusters, cottage manufacturing and export networks offer models for training youth in machine operation, toolmaking, textiles, food processing and solar assembly. Agreements must include Nigerian apprenticeships, progressive local content and eventual ownership of the knowledge and machinery. The goal is not permanent importation of Chinese goods but the capacity to produce them here.

Germany’s dual vocational system — classroom learning combined with apprenticeships — can be adapted for construction, mechatronics and automotive maintenance. Japan and South Korea can support machine tools, electronics and precision engineering. Scandinavian partners bring expertise in technical education, renewable energy, waste management and efficient local government; we should build vocational academies and equip technical colleges, not host more seminars in expensive hotels.

Israel and the Netherlands can modernise agriculture through irrigation, greenhouse farming, research and post-harvest systems. Demonstration farms, irrigation academies and cold-storage facilities should appear across the country so that farming becomes a science-based enterprise, not a sentence for the poor.

India remains a natural partner for pharmaceuticals, generic drugs, vaccines, diagnostics and digital public infrastructure. Brazil offers lessons in aircraft maintenance, biofuels and tropical agriculture; its Embraer success shows a developing nation can build a competitive aviation industry. Türkiye and Ukraine hold practical knowledge in drones for civilian uses — crop monitoring, pipeline surveillance, search-and-rescue and medicine delivery to remote communities. Partnerships must create Nigerian-owned skills and enterprises, not distribute certificates.

Africa Still Central — On New Terms
Production diplomacy does not abandon Africa; it redefines leadership. Yesterday Nigeria helped liberate the continent. Today leadership means building regional supply chains, expanding intra-African trade under the African Continental Free Trade Area, stabilising West Africa and developing cross-border infrastructure. Nigerian textiles should process cotton from neighbours and sell garments across the continent. Our refineries, banks, creative industries, technology firms and universities should become instruments of integration.

The Technical Aid Corps should evolve. Alongside doctors and teachers, deploy software developers, agricultural specialists, renewable-energy technicians and entrepreneurship trainers. We should continue to give, but foreign policy is not philanthropy. Every partnership must deliver reciprocal benefit.

Diplomats With Clear Assignments
A serious foreign policy cannot rest on political patronage. Embassies must not become retirement homes or rewards for party loyalists. Appointments should match competence to the mission’s economic and technological priorities.

If the Netherlands is central to agricultural partnerships, the team there must understand agriculture, technology and investment. If Türkiye is key to aviation and drones, the mission must be staffed accordingly.

Every ambassador needs a written performance mandate measured by trained Nigerians, transferred technologies, realised investments, opened markets, protected citizens and functioning enterprises. Annual reports should be public. Diplomacy paid for by Nigerians must deliver results for Nigerians.

A Policy Nigerians Can Understand
Nigeria does not need another slogan that vanishes with the administration that coined it. We need a consensus capable of lasting at least twenty years. The 4D framework can serve as a starting point, but Development and Demography require practical content. Our population must become skilled, productive and competitive.

State the policy in language every Nigerian can grasp: Nigeria will use its relationships with the world to acquire knowledge, develop skills, build productive capacity, create jobs, protect its citizens, secure markets and strengthen Africa.

Yesterday we helped free Africa from colonial rule and apartheid. That history remains a source of pride. It cannot substitute for today’s purpose. The freedom fighter of this era is the young Nigerian who can manufacture a machine part, build a drone that delivers medicine, install a solar system, maintain an aircraft, process food for export or construct a house to international standards.

The diplomacy of the future must put tools in that young person’s hands. That is how Nigeria recovers its voice — not through ceremonial visibility or vague declarations, but by converting every friendship into knowledge, every mission into opportunity and every engagement into national transformation.
