DOHA — In a major transition from domestic politics to high-stakes international diplomacy, the immediate past Chairman of the Independent National Electoral Commission (INEC), Professor Mahmood Yakubu, has officially assumed his role as Nigeria’s Ambassador to the State of Qatar.
Ambassador Yakubu formalised his resumption on Wednesday, June 24, 2026, by presenting a copy of his Letter of Credence to His Excellency Sultan bin Saad Al-Muraikhi, the Qatari Minister of State for Foreign Affairs, in the capital city of Doha. During the meeting, Minister Al-Muraikhi welcomed the veteran administrator, wishing him success in his new deployment while reaffirming Qatar’s commitment to expanding bilateral cooperation and deepening ties between the two nations.
A High-Profile Welcome
Professor Yakubu’s entry into the Gulf state’s diplomatic circle carries significant weight. Upon his arrival in Doha earlier this month, he was received at the airport by Ambassador Ibrahim Yousif Abdullah Fakhro, Director of the Protocol Department at the Qatari Ministry of Foreign Affairs.
In a strong show of regional solidarity and an acknowledgment of Nigeria’s continental influence, 13 African ambassadors joined the Qatari protocol team to welcome Yakubu. Also present at the reception were Dr. Philip Mshelbila, the Nigerian Secretary-General of the Gas Exporting Countries Forum (GECF), and Michael Ndukaihe Ihekwaba, President of the Nigerians in Diaspora Organisation (NIDO) Qatar.
Strategic Shift to Economic Diplomacy
Professor Yakubu, who concluded his historic two-term tenure as Nigeria’s chief electoral umpire late last year, was appointed to this diplomatic post by President Bola Tinubu. Analysts view his deployment to Doha as a strategic calculation by Abuja to strengthen Nigeria-Qatar diplomatic relations, pivoting heavily toward energy investments and economic collaboration.

The new envoy faces an ambitious agenda:
- Gas and Energy Alignment: With Dr. Mshelbila heading the Doha-based GECF, Yakubu’s primary focus will be leveraging Qatar’s advanced liquefied natural gas (LNG) expertise to support Nigeria’s ongoing “Decade of Gas” initiative. Both countries hold some of the world’s largest natural gas reserves.
- Attracting Sovereign Capital: The Ambassador is expected to pitch viable Nigerian projects in agriculture, aviation, real estate, and digital infrastructure to the Qatar Investment Authority (QIA), the Gulf country’s sovereign wealth fund, which manages over $500 billion in assets.
- Diaspora and Consular Engagement: Working alongside NIDO Qatar, Yakubu is tasked with safeguarding the welfare of the growing pool of Nigerian professionals and workers in the Gulf, while establishing structured pathways to boost diaspora remittances.
Diplomatic relations between Nigeria and Qatar were established in 2010, with embassies opened in Abuja and Doha in 2013. Following President Tinubu’s state visit to Doha in 2024—where multiple Memoranda of Understanding were signed—Yakubu’s mission will be to translate those bilateral agreements into concrete economic dividends.
