
Abuja, Nigeria – The National Orientation Agency (NOA) has intensified efforts to promote civic responsibility and national values, calling on voluntary organizations nationwide to take a leading role in cultivating these essential pillars for Nigeria’s development.
At a one-day stakeholders’ workshop held recently at NOA’s headquarters in Abuja, Mallam Lanre Issa-Onilu, Director-General of the Agency, was represented by Dr. Olukemi Afolayan, Director of Civic Values and Democracy Education. Dr. Afolayan emphasized that while governmental policies are important, the nation’s advancement largely depends on the active participation of citizens in embracing and upholding core civic values.

The workshop, themed around promoting civic responsibility, brought together key para-military and voluntary organizations including the NOA Citizens Brigade, Boys Scout Association, Girls Guide, Royal Ambassadors, Man O’ War, and others. The Director-General’s message underscored the vital role these groups play in fostering peace, unity, voter education, and public accountability – particularly within local communities.
Significantly, the NOA DG revealed ongoing initiatives such as the National Identity Project and announced that President Bola Ahmed Tinubu is poised to launch the National Values Charter. This Charter is set to strengthen national ethics and boost civic engagement, reinforcing the collective responsibility Nigerians hold towards their country’s progress.


“Voluntary groups have historically been at the forefront of community development, moral reawakening, and civic activism. This workshop signals a renewed partnership aimed at a deeper collaboration and grassroots mobilization,” the DG stated.
Mrs. Ayisola Olowoyo, NOA’s Director of Human Resources Management, praised the dedication of these voluntary organizations to national service, while Rhodas Sardus conducted a practical session on applying the National Values Charter within local communities.
NOA reaffirmed its commitment to working closely with voluntary groups to build a more united, responsible, and value-driven Nigeria.
This initiative comes as Nigeria endeavors to address various social challenges through enhanced civic participation, highlighting the Government’s focus on institutionalizing ethics and national values as fundamental drivers of sustainable development.

The collaboration between NOA and voluntary groups signals a strategic move to deepen civic consciousness at all levels of Nigerian society, setting the stage for stronger democratic practices and ethical governance.
