Mallam Lanre Issa-Onilu, Director-General of the National Orientation Agency (NOA), has underscored the critical role of national unity and tolerance in ensuring Nigeria’s peace and security. Speaking at the 14th National Security Seminar organized by the Alumni Association of the National Defence College (AANDEC) at the National Defence Academy, Kaduna, he highlighted the importance of fostering a shared national identity and mutual respect across ethnic and religious divides.
Issa-Onilu announced the imminent launch of the National Values Charter by President Bola Tinubu. This initiative is a key component of NOA’s broader National Identity Project, designed to promote patriotism, civic responsibility, and positive behavioral change among Nigerians. He also introduced the SPSS (Sustainability, Patriotism, Social cohesion, and Security) model, aimed at ensuring the long-term effectiveness of national orientation efforts.

“Unity and tolerance are not optional—they are the bedrock of a secure Nigeria,” the DG stated, calling for enhanced collaboration between government agencies, traditional rulers, and civil society organizations to strengthen national cohesion.
The National Values Charter is expected to serve as a guiding framework for Nigerians, encouraging values that transcend ethnic and religious differences, thereby contributing to lasting peace and national development.

This focus on unity and shared identity comes amid ongoing security challenges in Nigeria, including communal conflicts and insurgency, reinforcing the need for collective efforts to build a harmonious society.
Background:
The National Orientation Agency has been at the forefront of Nigeria’s efforts to promote national consciousness and unity since its establishment. The National Identity Project and the upcoming Values Charter represent strategic steps to address the root causes of division and insecurity by fostering a sense of belonging and shared purpose among Nigerians.
