JAMB Registrar, Prof.Oloyede, Accused of Abuse of Office and Financial Misconduct

Prof. Ishaq Oloyede, the Registrar of the Joint Admissions and Matriculation Board (JAMB), finds himself embroiled in allegations of corruption,abuse of office, and violations of public service regulations.A petition authored by Yisa Usman,a former staff member, and obtained by ValidViewNetwork,details these alleged infractions.

The petition partly reads:
“The Registrar and his loyalists have always hastily assumed that I am behind every publication that exposes their wrongdoings… My petitions are well-documented, factual, and traceable, and I stand by every single disclosure I have made without exceptions or apologies.”

Usman accuses Prof. Oloyede of multiple breaches, including:

Financial Misconduct: Depositing over $580,000 in cash into an illegally operated domiciliary account, allegedly violating the Money Laundering (Prohibition) Act.

Illegal Expenditures: Disbursing nearly ₦3 billion on Corporate Social Responsibility (CSR) projects outside JAMB’s statutory mandate.

Procurement Fraud: Manipulations and forgeries in procurement records, contravening the Public Procurement Act.

Usman also highlighted the illegal extension of service for Mr. Mufutau Bello, JAMB’s Director of Finance and Accounts (DFA), who allegedly exceeded retirement age and tenure limits.

Allegations Against Staff Welfare Policies
Usman criticized JAMB’s proposed ₦1 billion allocation for a staff housing scheme in its 2025 budget, calling it a violation of the Federal Government’s Monetisation Policy. He argued that JAMB should instead facilitate access to housing loans through the National Housing Fund (NHF).

“Public institutions must operate within the limits of their statutory responsibilities… Financial indiscipline disguised as welfare can not be excused,” he stated.

Claims of Ethnic Bias and Staff Discrimination
The petition also alleges ethnic favouritism in appointments and disciplinary actions under Prof. Oloyede’s leadership. For instance, a kinsman above the age limit was allegedly hired while another staff member was dismissed over minor infractions.

Call for Accountability
Usman vowed to pursue legal action to expose what he termed “systematic abuse” under Oloyede’s administration. He concluded:
“This fight is not merely personal; it is a principled stand for justice, institutional accountability, and the restoration of integrity in our public service.”

These allegations add to ongoing controversies surrounding Prof. Oloyede’s tenure, despite his reputation for reforms that increased JAMB’s revenue remittances to the Federal Government.
